1.1 A bill for an act 1.2 relating to human services; requiring the commissioner of human services to 1.3 develop a proposal to codify integrated community supports; requiring a report. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. DIRECTION TO COMMISSIONER; INTEGRATED COMMUNITY 1.6SUPPORTS CODIFICATION. 1.7 (a) The commissioner of human services must develop draft language to codify in 1.8Minnesota Statutes the standards and requirements for integrated community supports as 1.9specified in the federally approved brain injury, community access for disability inclusion, 1.10community alternative care, and developmental disabilities waiver plans. 1.11 (b) When developing and drafting the proposed legislative language, the commissioner 1.12must consult with stakeholders, including the Association of Residential Resources in 1.13Minnesota, the Residential Providers Association of Minnesota, the Minnesota Association 1.14of County Social Service Administrators, and people with disabilities currently or potentially 1.15receiving integrated community supports. The commissioner must ensure that the 1.16stakeholders with whom the commissioner consults represent a broad spectrum of active 1.17and potential providers and service recipients. The commissioner's consultation with 1.18stakeholders must be transparent and provide the opportunity for meaningful input from 1.19active and potential providers and service recipients. 1.20 (c) The commissioner must submit the draft legislation to the chairs and ranking minority 1.21members of the legislative committees with jurisdiction over health and human services 1.22policy and finance by January 1, 2026. 1Section 1.
