3434 2.4 Sec. 3. Minnesota Statutes 2024, section 169.011, subdivision 36, is amended to read:​
3535 2.5 Subd. 36.Intersection.(a) "Intersection" means the area embraced within the​
3636 2.6prolongation or connection of the lateral curb lines or, if none, then the lateral boundary​
3737 2.7lines of the roadways of two highways which join one another at, or approximately at, right​
3838 2.8angles or the area within which vehicles traveling upon different highways joining at any​
3939 2.9other angle may come in conflict.​
4040 2.10 (b) Where a highway includes two roadways 30 feet or more apart, then every crossing​
4141 2.11of each roadway of such divided highway by an intersecting highway shall be regarded as​
4242 2.12a separate intersection. In the event such intersecting highway also includes two roadways​
4343 2.1330 feet or more apart, then every crossing of two roadways of such highways shall be​
4444 2.14regarded as a separate intersection.​
4545 2.15 Sec. 4. Minnesota Statutes 2024, section 169.06, subdivision 5, is amended to read:​
4646 2.16 Subd. 5.Traffic-control signal.(a) Whenever traffic is controlled by traffic-control​
4747 2.17signals exhibiting different colored lights, or colored lighted arrows, successively one at a​
4848 2.18time or in combination, only the colors Green, Red, and Yellow shall be used, except for​
4949 2.19special pedestrian signals carrying a word or legend. The traffic-control signal lights or​
5050 2.20colored lighted arrows indicate and apply to drivers of vehicles and pedestrians as follows:​
5151 2.21 (1) Green indication:​
5252 2.22 (i) Vehicular traffic facing a circular green signal may proceed straight through or turn​
5353 2.23right or left unless a sign prohibits either turn. But vehicular traffic, including vehicles​
5454 2.24turning right or left, shall yield the right-of-way to other vehicles and to pedestrians lawfully​
5555 2.25within the intersection or adjacent crosswalk at the time this signal is exhibited. Vehicular​
5656 2.26traffic turning left or making a U-turn to the left shall yield the right-of-way to other vehicles​
5757 2.27approaching from the opposite direction so closely as to constitute an immediate hazard.​
5858 2.28 (ii) Vehicular traffic facing a green arrow signal, shown alone or in combination with​
5959 2.29another indication, may cautiously enter the intersection only to make the movement indicated​
6060 2.30by the arrow, or other movement as permitted by other indications shown at the same time.​
6161 2.31Vehicular traffic shall yield the right-of-way to pedestrians lawfully within an adjacent​
6262 2.32crosswalk and to other traffic lawfully using the intersection.​
6363 2​Sec. 4.​

6565 3.26, pedestrians facing any green signal, except when the sole green signal is a turn arrow,​
6666 3.3may proceed across the roadway within any marked or unmarked crosswalk. Every driver​
6767 3.4of a vehicle shall yield the right-of-way to such pedestrian, except that the pedestrian shall​
6868 3.5yield the right-of-way to vehicles lawfully within the intersection at the time that the green​
6969 3.6signal indication is first shown.​
7070 3.7 (2) Steady yellow indication:​
7171 3.8 (i) Vehicular traffic facing a steady circular yellow or yellow arrow signal is thereby​
7272 3.9warned that the related green movement or flashing yellow movement is being terminated​
7373 3.10or that a red indication will be exhibited immediately thereafter when vehicular traffic must​
7474 3.11not enter the intersection, except for the continued movement allowed by any green arrow​
7575 3.12indication simultaneously exhibited.​
7676 3.13 (ii) Pedestrians facing a circular yellow signal, unless otherwise directed by a​
7777 3.14pedestrian-control signal as provided in subdivision 6, are thereby advised that there is​
7878 3.15insufficient time to cross the roadway before a red indication is shown and no pedestrian​
7979 3.16shall then start to cross the roadway.​
8080 3.17 (3) Steady red indication:​
8181 3.18 (i) Vehicular traffic facing a circular red signal alone must stop at a clearly marked stop​
8282 3.19line but, if none, before entering the crosswalk on the near side of the intersection or, if​
8383 3.20none, then before entering the intersection and shall remain standing until a green indication​
8484 3.21is shown, except as follows: (A) the driver of a vehicle stopped as close as practicable at​
8585 3.22the entrance to the crosswalk on the near side of the intersection or, if none, then at the​
8686 3.23entrance to the intersection in obedience to a red or stop signal, and with the intention of​
8787 3.24making a right turn may make the right turn, after stopping, unless an official sign has been​
8888 3.25erected prohibiting such movement, but shall yield the right-of-way to pedestrians and other​
8989 3.26traffic lawfully proceeding as directed by the signal at that intersection; or (B) the driver of​
9090 3.27a vehicle on a one-way street intersecting another one-way street on which traffic moves​
9191 3.28to the left shall stop in obedience to a red or stop signal and may then make a left turn into​
9292 3.29the one-way street, unless an official sign has been erected prohibiting the movement, but​
9393 3.30shall yield the right-of-way to pedestrians and other traffic lawfully proceeding as directed​
9494 3.31by the signal at that intersection.​
9595 3.32 (ii) Unless otherwise directed by a pedestrian-control signal as provided in subdivision​
9696 3.336, pedestrians facing a steady red signal alone shall not enter the roadway.​
9797 3​Sec. 4.​

9999 4.2movement indicated by the arrow, must stop at a clearly marked stop line but, if none, before​
100100 4.3entering the crosswalk on the near side of the intersection or, if none, then before entering​
101101 4.4the intersection and must remain standing until a permissive signal indication permitting​
102102 4.5the movement indicated by the red arrow is displayed, except as follows: when an official​
103103 4.6sign has been erected permitting a turn on a red arrow signal, the vehicular traffic facing a​
104104 4.7red arrow signal indication is permitted to enter the intersection to turn right, or to turn left​
105105 4.8from a one-way street into a one-way street on which traffic moves to the left, after stopping,​
106106 4.9but must yield the right-of-way to pedestrians and other traffic lawfully proceeding as​
107107 4.10directed by the signal at that intersection.​
108108 4.11 (b) In the event an official traffic-control signal is erected and maintained at a place​
109109 4.12other than an intersection, the provisions of this section are applicable except those which​
110110 4.13can have no application. Any stop required must be made at a sign or marking on the​
111111 4.14pavement indicating where the stop must be made, but in the absence of any such sign or​
112112 4.15marking the stop must be made at the signal.​
113113 4.16 (c) When a traffic-control signal indication or indications placed to control a certain​
114114 4.17movement or lane are so identified by placing a sign near the indication or indications, no​
115115 4.18other traffic-control signal indication or indications within the intersection controls vehicular​
116116 4.19traffic for that movement or lane.​
117117 4.20 Sec. 5. Minnesota Statutes 2024, section 169.09, subdivision 8, is amended to read:​
118118 4.21 Subd. 8.Officer to report accident to commissioner.(a) A peace officer who​
119119 4.22investigates in the regular course of duty an accident that is required to be reported under​
120120 4.23this section must submit an electronic or written report of the accident to the commissioner​
121121 4.24of public safety within ten days after the date of the accident. Within two business days​
122122 4.25after identification of a fatality that resulted from an accident, the reporting agency must​
123123 4.26notify the commissioner of the basic circumstances of the accident. A report or notification​
124124 4.27under this subdivision must be in the format as prescribed in subdivision 9.​
125125 4.28 (b) Accidents on streets, highways, roadways, sidewalks, shoulders, shared use paths,​
126126 4.29or any other portion of a public right-of-way must be reported under the requirements of​
127127 4.30this section if the accident results in:​
128128 4.31 (1) a fatality;​
129129 4.32 (2) bodily injury to a person who, because of the injury, immediately receives medical​
130130 4.33treatment away from or at the scene of the accident;​
131131 4​Sec. 5.​

133133 5.2to be transported away from the scene of the accident by tow truck or other vehicle; or​
134134 5.3 (4) damage to fixtures, infrastructure, or any other property alongside or on a highway.​
135135 5.4 (c) An accident involving a school bus, as defined in section 169.011, subdivision 71,​
136136 5.5must be reported under the requirements of this section and section 169.4511.​
137137 5.6 (d) An accident involving a commercial motor vehicle, as defined in section 169.781,​
138138 5.7subdivision 1, paragraph (a), must be reported under the requirements of this section and​
139139 5.8section 169.783.​
140140 5.9 (e) Accidents occurring on public lands or trail systems that result in the circumstances​
141141 5.10specified in paragraph (b) must be reported under the requirements of this section.​
142142 5.11 Sec. 6. Minnesota Statutes 2024, section 360.511, is amended by adding a subdivision to​
143143 5.12read:​
144144 5.13 Subd. 23a.Electronic attestation."Electronic attestation" means a statement of fact or​
145145 5.14confirmation, submitted by the owner in digital form, regarding the ownership and status​
146146 5.15of an aircraft and its compliance with applicable regulations. For purposes of this subdivision,​
147147 5.16"aircraft" includes unmanned aerial systems.​
148148 5.17 Sec. 7. Minnesota Statutes 2024, section 360.55, subdivision 4, is amended to read:​
149149 5.18 Subd. 4.Collector's aircraft.(a) For purposes of this subdivision:​
150150 5.19 (1) "antique aircraft" means an aircraft constructed by the original manufacturer, or its​
151151 5.20licensee, on or before December 31, 1945, with the exception of certain pre-World War II​
152152 5.21aircraft models that had only a small postwar production, such as Beechcraft Staggerwing,​
153153 5.22Fairchild 24, and Monocoupe; and​
154154 5.23 (2) "classic aircraft" means an aircraft constructed by the original manufacturer, or its​
155155 5.24licensee, on or after January 1, 1946, and has a first year of life that precedes the date of​
156156 5.25registration by at least 50 years.​
157157 5.26 (b) If an antique or classic aircraft is owned and operated solely as a collector's item, its​
158158 5.27owner may must list it for taxation and registration as follows and execute an electronic​
159159 5.28attestation or sworn affidavit stating: A sworn affidavit must be executed stating​
160160 5.29 (1) the name and address of the owner,;​
161161 5.30 (2) the name and address of the person from whom purchased, seller;​
162162 5​Sec. 7.​
163163 REVISOR EB/BM 25-00247​01/08/25 ​ 6.1 (3) the aircraft's make, year, model number, federal aircraft registration number, and​
164164 6.2manufacturer's identification number,; and​
165165 6.3 (4) that the aircraft is owned and operated solely as a collector's item and not for general​
166166 6.4transportation or commercial operations purposes.​
167167 6.5The electronic attestation or sworn affidavit must be filed with submitted to the commissioner​
168168 6.6along with a fee of $25.​
169169 6.7 (c) Upon satisfaction that the electronic attestation or sworn affidavit is true and correct,​
170170 6.8the commissioner shall must issue to the applicant a registration certificate to the applicant.​
171171 6.9The registration certificate is valid without renewal as long as the owner operates the aircraft​
172172 6.10solely as a collector's item.​
173173 6.11 (d) Should If an antique or classic aircraft be is operated other than as a collector's item,​
174174 6.12the registration certificate becomes void, and the owner shall must list the aircraft for taxation​
175175 6.13and registration in accordance with the other provisions of under sections 360.511 to 360.67.​
176176 6.14 (e) Upon the sale of an antique or classic aircraft, the new owner must list the aircraft​
177177 6.15for taxation and registration in accordance with this subdivision, including the payment of​
178178 6.16a $5 fee to transfer the registration to the new owner, or the other provisions of under sections​
179179 6.17360.511 to 360.67, whichever is applicable.​
180180 6.18 Sec. 8. Minnesota Statutes 2024, section 360.55, subdivision 4a, is amended to read:​
181181 6.19 Subd. 4a.Recreational aircraft; classic license.(a) An aircraft that has a base price​
182182 6.20for tax purposes under section 360.531 of $10,000 or less, and that is owned and operated​
183183 6.21solely for recreational purposes, may be listed for taxation and registration by executing a​
184184 6.22an electronic attestation or sworn affidavit stating:​
185185 6.23 (1) the name and address of the owner,;​
186186 6.24 (2) the name and address of the person from whom purchased, seller;​
187187 6.25 (3) the aircraft's make, year, model number, federal aircraft registration number, and​
188188 6.26manufacturer's identification number,; and​
189189 6.27 (4) that the aircraft is owned and operated solely as a recreational aircraft and not for​
190190 6.28commercial operational purposes.​
191191 6.29The electronic attestation or sworn affidavit must be filed with submitted to the commissioner​
192192 6.30along with an annual $25 fee.​
193193 6​Sec. 8.​

204204 7.11 Subd. 8.Agricultural aircraft.Aircraft registered with the Federal Aviation​
205205 7.12Administration as restricted category aircraft used for agricultural purposes must be listed​
206206 7.13for taxation and registration upon filing by the owner a sworn affidavit with. The owner​
207207 7.14must execute and submit an annual electronic attestation or sworn affidavit to the​
208208 7.15commissioner. The electronic attestation or sworn affidavit must state:​
209209 7.16 (1) the name and address of the owner;​
210210 7.17 (2) the name and address of the person from whom purchased seller;​
211211 7.18 (3) the aircraft's make, year, model number, federal registration number, and​
212212 7.19manufacturer's identification number; and​
213213 7.20 (4) that the aircraft is owned and operated solely for agricultural operations and purposes.​
214214 7.21The owner shall file the must submit an electronic attestation or a sworn affidavit to the​
215215 7.22commissioner and pay an annual fee established under sections 360.511 to 360.67, which​
216216 7.23must not exceed $500. Should If the aircraft be is operated other than for agricultural​
217217 7.24purposes, the owner shall must list the aircraft for taxation and registration under sections​

221221 7.28 Subd. 9.Small unmanned aircraft aerial systems.(a) Any small unmanned aircraft​
222222 7.29aerial system in which the unmanned aircraft system weighs less than 55 pounds at takeoff,​
223223 7.30including payload and anything affixed to the aircraft system, either:​
224224 7.31 (1) must be registered in the state for an annual fee of $25; or​
