| 7 | 7 | | 1.7AND RECYCLING FACILITY. |

| 8 | 8 | | 1.8 Subdivision 1.Appropriation.$8,000,000 is appropriated from the bond proceeds fund |

| 9 | 9 | | 1.9to the Pollution Control Agency for a grant under the solid waste capital assistance grant |
|---|
| 10 | 10 | | 1.10program in Minnesota Statutes, section 115A.54, to the joint powers entity established under |
|---|
| 11 | 11 | | 1.11Minnesota Statutes, section 471.59, subdivision 1, between Dakota and Scott Counties, to |

| 12 | 12 | | 1.12construct and equip a new regional facility to process household hazardous waste and |

| 13 | 13 | | 1.13recycling for Dakota and Scott Counties. The facility will be located in Dakota County at |

| 16 | 16 | | 1.16 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond |

| 17 | 17 | | 1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of |

| 18 | 18 | | 1.18the state in an amount up to $8,000,000 in the manner, upon the terms, and with the effect |
|---|
| 19 | 19 | | 1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota |

| 20 | 20 | | 1.20Constitution, article XI, sections 4 to 7. |
