55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. DAKOTA-SCOTT COUNTIES; HOUSEHOLD HAZARDOUS WASTE​
77 1.7AND RECYCLING FACILITY.​
88 1.8 Subdivision 1.Appropriation.$8,000,000 is appropriated from the bond proceeds fund​
99 1.9to the Pollution Control Agency for a grant under the solid waste capital assistance grant​
1010 1.10program in Minnesota Statutes, section 115A.54, to the joint powers entity established under​
1111 1.11Minnesota Statutes, section 471.59, subdivision 1, between Dakota and Scott Counties, to​
1212 1.12construct and equip a new regional facility to process household hazardous waste and​
1313 1.13recycling for Dakota and Scott Counties. The facility will be located in Dakota County at​
1414 1.14a site that best supports access needs for residents and businesses from both Dakota and​
1515 1.15Scott Counties.​
1616 1.16 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond​
1717 1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of​
1818 1.18the state in an amount up to $8,000,000 in the manner, upon the terms, and with the effect​
1919 1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota​
2020 1.20Constitution, article XI, sections 4 to 7.​
2121 1.21 EFFECTIVE DATE.This section is effective the day following final enactment.​
