6969 2.20 (b) In addition to each fee required in paragraph (a), the commissioner must collect a​
7070 2.21surcharge of $2.25. Surcharges collected under this paragraph must be credited to the driver​
7171 2.22and vehicle services technology account under section 299A.705.​
7272 2.23 (c) Notwithstanding paragraph (a), an individual who holds a provisional license and​
7373 2.24has a driving record free of (1) convictions for a violation of section 169A.20, 169A.33,​
7474 2.25169A.35, sections 169A.50 to 169A.53, or section 171.177, (2) convictions for crash-related​
7575 2.26moving violations, and (3) convictions for moving violations that are not crash related, has​
7676 2.27a $3.50 credit toward the fee for any classified under-21 driver's license. "Moving violation"​
7777 2.28has the meaning given it in section 171.04, subdivision 1.​
7878 2.29 (d) Notwithstanding paragraph (a), an adult applicant has a credit toward the fee for a​
7979 2.30new or renewal driver's license or Minnesota identification card if the person submits a​
8080 2.31course completion certificate for the supplemental anatomical gift education program under​
8181 2.32section 171.075, subdivision 3. The credit is calculated as 50 percent of the amount otherwise​
8282 2.33applicable under paragraph (a), with the resulting fee rounded up to the nearest increment​
8383 2.34of $0.25. The credit does not apply to an application for an instruction permit, commercial​
8484 2.35learner's permit, provisional license, or duplicate credential.​
8585 2.36 (d) (e) In addition to the driver's license fee required under paragraph (a), the​
8686 2.37commissioner must collect an additional $4 processing fee from each new applicant or​
8787 2.38individual renewing a license with a school bus endorsement to cover the costs for processing​
8888 2.39an applicant's initial and biennial physical examination certificate. The department must​
8989 2.40not charge these applicants any other fee to receive or renew the endorsement.​

9292 3.2charge and retain a filing fee as provided under section 171.061, subdivision 4.​
9393 3.3 (f) (g) In addition to the fee required under paragraph (a), the commissioner must charge​
9494 3.4a filing fee at the same amount as a driver's license agent under section 171.061, subdivision​
9595 3.54. Revenue collected under this paragraph must be deposited in the driver and vehicle​
9696 3.6services operating account under section 299A.705.​
9797 3.7 (g) (h) An application for a Minnesota identification card, instruction permit, provisional​
9898 3.8license, or driver's license, including an application for renewal, must contain a provision​
9999 3.9that allows the applicant to add to the fee under paragraph (a), a $2 donation for the purposes​
100100 3.10of public information and education on anatomical gifts under section 171.075.​
101101 3.11 EFFECTIVE DATE.This section is effective January 1, 2026.​
102102 3.12 Sec. 2. Minnesota Statutes 2024, section 171.075, is amended to read:​
103103 3.13 171.075 ANATOMICAL GIFTS.​
104104 3.14 Subdivision 1.Anatomical gift account.An anatomical gift account is established in​
105105 3.15the special revenue fund. The account consists of funds donated under sections 168.013,​
106106 3.16subdivision 22, and 171.06, subdivision 2, and any other money donated, allotted, transferred,​
107107 3.17or otherwise provided to the account. Money in the account is annually appropriated to the​
108108 3.18commissioner for (1) grants under subdivision 2, and (2) the supplemental anatomical gift​
109109 3.19education program under subdivision 3, and (3) administrative expenses in implementing​
110110 3.20the donation and grant program requirements under this section.​
111111 3.21 Subd. 2.Anatomical gift education grants.(a) The commissioner shall must make​
112112 3.22grants to (1) a Minnesota organ procurement organization that is certified by the federal​
113113 3.23Centers for Medicare and Medicaid Services; or (2) an entity that is a charitable entity under​
114114 3.24section 501(c)(3) of the Internal Revenue Code, as defined in section 289A.02, subdivision​
115115 3.257, and is dedicated to advocacy for organ, tissue, and eye donation.​
116116 3.26 (b) From a grant under this section, the recipient shall must provide resources and​
117117 3.27implement programs designed to increase the number of Minnesotans who register to be​
118118 3.28organ, tissue, and eye donors.​
119119 3.29 Subd. 3.Supplemental anatomical gift education program.(a) The commissioner​
120120 3.30must establish a supplemental education program on organ, tissue, and eye donation for​
121121 3.31adult driver's license or Minnesota identification card applicants and credential holders. In​
122122 3.32implementing the education program, the commissioner must:​
123123 3​Sec. 2.​
124124 REVISOR KRB/AD 25-04278​02/25/25 ​ 4.1 (1) establish procedures and requirements for the education program, including to:​
125125 4.2 (i) authorize both in-person and online asynchronous program offerings;​
126126 4.3 (ii) require at least one hour and not more than two hours of instruction;​
127127 4.4 (iii) incorporate accountability features to verify the identity of a participant while​
128128 4.5engaged in the course of online instruction;​
129129 4.6 (iv) require knowledge testing before commencing and at completion of the course of​
130130 4.7instruction; and​
131131 4.8 (v) provide for issuance of a course completion certificate to a driver's license holder​
132132 4.9who completes the course of instruction;​
133133 4.10 (2) enter into an agreement with interested nonprofit organizations with expertise on​
134134 4.11organ, tissue, and eye donation for the organizations to:​
135135 4.12 (i) perform the curriculum design;​
136136 4.13 (ii) administer the course of instruction, which must include providing regular program​
137137 4.14offerings at locations throughout the state and in partnership with interested public and​
138138 4.15private entities as necessary; and​
139139 4.16 (iii) perform annual review and revision to the instructional content and materials; and​
140140 4.17 (3) evaluate the results of knowledge testing under clause (1), item (iv), and program​
141141 4.18impacts on applications to make an anatomical gift and make program modifications​
142142 4.19accordingly.​
143143 4.20 (b) At a minimum, the curriculum for the course of education must include:​
144144 4.21 (1) general information about organ, tissue, and eye donation and the donation process;​
145145 4.22 (2) information on Minnesota laws regarding anatomical gifts;​
146146 4.23 (3) review of common questions and misconceptions; and​
147147 4.24 (4) examples of the direct experience of individuals impacted by organ, tissue, and eye​
148148 4.25donation.​
149149 4.26 EFFECTIVE DATE.This section is effective January 1, 2026.​
