7 | 7 | | 1.7 (a) The board must publish on the board's website a handbook for lobbying written in |

8 | 8 | | 1.8plain language. At a minimum, the handbook must clearly explain: |

10 | 10 | | 1.10 (i) an explanation of when a person is required to register as a lobbyist and what specific |

11 | 11 | | 1.11types of activities count toward reaching the dollar amount thresholds in section 10A.01, |

12 | 12 | | 1.12subdivision 21; and |

13 | 13 | | 1.13 (ii) how registration requirements apply if a person is employed by a government entity; |
