66 1.6 Section 1. Minnesota Statutes 2024, section 122A.2451, is amended by adding a subdivision​
77 1.7to read:​
88 1.8 Subd. 10.Eligibility for grant funds.(a) Teacher preparation programs approved by​
99 1.9the Professional Educator Licensing and Standards Board are eligible to receive grant​
1010 1.10funding under all current and future state programs designed to support teacher preparation,​
1111 1.11licensure, or recruitment, including but not limited to:​
1212 1.12 (1) Grow Your Own programs under section 122A.73;​
1313 1.13 (2) the collaborative urban and greater Minnesota educators of color grant program under​
1414 1.14section 122A.635;​
1515 1.15 (3) the student teaching stipend pilot program under Laws 2024, chapter 115, article 5,​
1616 1.16section 20;​
1717 1.17 (4) grants for underrepresented student teachers under section 136A.1274;​
1818 1.18 (5) grants for student teachers in shortage areas under section 136A.1275;​
1919 1.19 (6) the aspiring teachers of color scholarship program under Laws 2021, First Special​
2020 1.20Session chapter 2, article 2, section 45;​
2121 1.21 (7) teacher mentorship and induction programs under section 122A.70; and​

3535 2.5 EFFECTIVE DATE.This section is effective July 1, 2025, and applies to grant awards​

3737 2.7 Sec. 2. Minnesota Statutes 2024, section 122A.73, subdivision 2, is amended to read:​
3838 2.8 Subd. 2.Grow Your Own district programs.(a) A school district, charter school,​
3939 2.9Tribal contract school, or cooperative unit under section 123A.24, subdivision 2, and all​
4040 2.10teacher preparation programs approved by the Professional Educator Licensing and Standards​
4141 2.11Board may apply for a grant for a teacher preparation program that meets the requirements​
4242 2.12of paragraph (c) to establish a Grow Your Own pathway for adults to obtain their first​
4343 2.13professional teaching license. The grant recipient must use at least 80 percent of grant funds​
4444 2.14to provide tuition scholarships or stipends to enable grant recipient employees or community​
4545 2.15members affiliated with a grant recipient, who are of color or American Indian and who​
4646 2.16seek a teaching license, to participate in the teacher preparation program. Grant funds may​
4747 2.17also be used to pay for teacher licensure exams and licensure fees.​
4848 2.18 (b) A district using grant funds under this subdivision to provide financial support to​
4949 2.19teacher candidates may require a commitment as determined by the district to teach in the​
5050 2.20school district, charter school, Tribal contract school, or cooperative unit for a reasonable​
5151 2.21amount of time that does not exceed five years.​
5252 2.22 (c) A grantee must partner with:​
5353 2.23 (1) a Professional Educator Licensing and Standards Board-approved teacher preparation​
5454 2.24program;​
5555 2.25 (2) a Council for the Accreditation of Educator Preparation-accredited teacher preparation​
5656 2.26program from a private, not for profit, institution of higher education; or​
5757 2.27 (3) an institution that has an articulated transfer pathway with a board-approved teacher​
5858 2.28preparation program.​
5959 2.29 (d) Teacher preparation programs approved by the Professional Educator Licensing and​
6060 2.30Standards Board are deemed eligible for all grant funds available under this section.​
6161 2.31 EFFECTIVE DATE.This section is effective July 1, 2025, and applies to grant​
6262 2.32opportunities issued on or after that date.​
