                    1.1	A bill for an act​
1.2 relating to transportation; establishing exemptions from motor vehicle inspection​
1.3 requirements for certain farm vehicles; amending Minnesota Statutes 2024, sections​
1.4 169.781, subdivision 10; 169.782, subdivision 4.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 169.781, subdivision 10, is amended to read:​
1.7 Subd. 10.Exemptions.(a) This section does not apply to a vehicle operated by a motor​
1.8carrier of passengers, as defined in section 221.012, subdivision 26, if the vehicle has been​
1.9inspected under section 221.0252, subdivision 3, paragraph (a), clause (2), within the previous​
1.1012 months.​
1.11 (b) This section does not apply to a covered farm vehicle, as defined in Code of Federal​
1.12Regulations, title 49, section 390.5, that is not carrying hazardous materials of a type or​
1.13quantity that requires the vehicle to be placarded in accordance with Code of Federal​
1.14Regulations, title 49, section 172.504.​
1.15 (c) This section does not apply to a farm work truck that is:​
1.16 (1) operated in intrastate commerce;​
1.17 (2) used in the transportation of anhydrous ammonia to a farm for on-farm use, or from​
1.18a farm; and​
1.19 (3) not otherwise used in the transportation of hazardous materials of a type or quantity​
1.20that requires the vehicle to be placarded in accordance with Code of Federal Regulations,​
1.21title 49, section 172.504.​

The bill was read for the first time and referred to the Committee on Transportation Finance and Policy​ 2.1 (d) For purposes of paragraph (c), "farm work truck" means a farm truck, as defined in​
2.2section 168.002, subdivision 8, excluding a trailer or semitrailer, or a full-size pickup truck​
2.3that meets the requirements for a farm truck under section 168.002, subdivision 8, paragraph​
2.4(a), that is registered under section 168.013, subdivision 1a, 1c, or 1e.​
2.5 Sec. 2. Minnesota Statutes 2024, section 169.782, subdivision 4, is amended to read:​
2.6 Subd. 4.Exceptions.(a) This section does not apply to a commercial motor vehicle that​
2.7is a farm truck that may be operated by a person not holding a commercial driver's license,​
2.8provided that before driving the vehicle, a driver must determine that the vehicle is in safe​
2.9operating condition.​
2.10 (b) This section does not apply to a commercial motor vehicle held for resale by a motor​
2.11vehicle dealer licensed under section 168.27.​
2.12 (c) This section does not apply to a covered farm vehicle as defined in Code of Federal​
2.13Regulations, title 49, section 390.5, that is not carrying hazardous materials of a type or​
2.14quantity that requires the vehicle to be placarded in accordance with Code of Federal​
2.15Regulations, title 49, section 172.504.​
2.16 (d) This section does not apply to a vehicle specified under section 169.781, subdivision​
2.1710, paragraphs (c) and (d), provided that before driving the vehicle, a driver must determine​
2.18that the vehicle is in safe operating condition.​
