7 | 7 | | 1.7 Subdivision 1.Definitions.For the purposes of this section, the following terms have |
---|
8 | 8 | | 1.8the meanings given them. |
---|
9 | 9 | | 1.9 (a) "Community organization" means a community center, university, nonprofit |
---|
10 | 10 | | 1.10organization that has, or other community-based organization focused on providing service |
---|
11 | 11 | | 1.11to a specific geographic area. The partnering organization must have been in existence for |
---|
12 | 12 | | 1.12three years or more and serves serve persons within the community surrounding the covered |

13 | 13 | | 1.13school site on education and other issues. |
---|
14 | 14 | | 1.14 (b) "Community school consortium" means a group of schools and community |
---|
15 | 15 | | 1.15organizations a partnership between at least one school and at least one community |
---|
16 | 16 | | 1.16organization that propose to work together to plan and implement community school |
---|
17 | 17 | | 1.17programming. |
---|
18 | 18 | | 1.18 (c) "Community school programming" means services, activities, and opportunities |
---|
19 | 19 | | 1.19described under subdivision 2, paragraph (f) 2c. |
---|
20 | 20 | | 1.20 (d) "Community-wide full-service community school leadership team" means a |
---|
21 | 21 | | 1.21district-level team that is responsible for guiding the vision, policy, resource alignment, |

22 | 22 | | 1.22implementation, oversight, and goal setting for community school programs within the |

38 | 38 | | 2.7coordinating districtwide administrative and leadership assistance to community school |
---|
39 | 39 | | 2.8sites and site coordinators, including serving as chairperson for the district's community-wide |
---|
40 | 40 | | 2.9full-service community school leadership team; site coordinator support; data gathering and |
---|
41 | 41 | | 2.10evaluation; administration of partnership and data agreements, contracts, and procurement; |
---|
42 | 42 | | 2.11and grant administration. |
---|
43 | 43 | | 2.12 (f) "High-quality child care or early childhood education programming" means |
---|
44 | 44 | | 2.13educational programming for preschool-aged children that is grounded in research, consistent |
---|
45 | 45 | | 2.14with best practices in the field, and provided by licensed teachers. |
---|
46 | 46 | | 2.15 (g) "School site" means a school site at which an applicant has proposed or has been |
---|
47 | 47 | | 2.16funded to provide provided community school programming. |
---|
48 | 48 | | 2.17 (h) "Site coordinator" means a full-time staff member serving one eligible school who |
---|
49 | 49 | | 2.18is responsible for the identification, implementation, and coordination of programming to |
---|
50 | 50 | | 2.19address the needs of the school community identified in the baseline analysis. |
---|
51 | 51 | | 2.20 Subd. 2.Full-service community school program.(a) The commissioner shall provide |
---|
52 | 52 | | 2.21funding to districts and charter schools with eligible school sites to plan, implement, and |
---|
53 | 53 | | 2.22improve full-service community schools. Eligible school sites must meet one of the following |
---|
54 | 54 | | 2.23criteria: |
---|
55 | 55 | | 2.24 (1) the school is on a development plan for continuous improvement under section |
---|
56 | 56 | | 2.25120B.35, subdivision 2; or |
---|
57 | 57 | | 2.26 (2) the school is in a district that has an achievement and integration plan approved by |
---|
58 | 58 | | 2.27the commissioner of education under sections 124D.861 and 124D.862. |
---|
59 | 59 | | 2.28 (b) Districts and charter schools may receive up to: |
---|
60 | 60 | | 2.29 (1) $100,000 for each eligible school available for up to one year to fund planning |
---|
61 | 61 | | 2.30activities, including convening a full-service community school leadership team, facilitating |
---|
62 | 62 | | 2.31family and community stakeholder engagement, conducting a baseline analysis, and creating |
---|
63 | 63 | | 2.32a full-service community school plan. At the end of this period, the school must submit a |
---|
64 | 64 | | 2Section 1. |
---|

---|
67 | 67 | | 3.3 (2) $200,000 annually for each eligible school for up to three years of implementation |

68 | 68 | | 3.4of a full-service community school plan, pursuant to paragraphs (f) and (g) subdivision 2c. |
---|
69 | 69 | | 3.5School sites receiving funding under this section shall hire or contract with a partner agency |
---|
70 | 70 | | 3.6to hire a site coordinator to coordinate services at each covered school site. Districts or |
---|
71 | 71 | | 3.7charter schools receiving funding under this section for three or more schools shall provide |
---|
72 | 72 | | 3.8or contract with a partner agency to provide a full-service community school initiative |
---|
73 | 73 | | 3.9director. |
---|
74 | 74 | | 3.10 (c) The commissioner shall consider additional school factors when dispensing funds |
---|
75 | 75 | | 3.11including: schools with significant populations of students receiving eligible for free or |
---|
76 | 76 | | 3.12reduced-price meals; significant homeless and highly mobile rates; equity among urban, |
---|
77 | 77 | | 3.13suburban, and greater Minnesota schools; and demonstrated success implementing full-service |
---|
78 | 78 | | 3.14community school programming. In prioritizing and dispensing funds, the commissioner |
---|
79 | 79 | | 3.15must not prioritize existing full-service community school sites based upon previous funding |
---|
80 | 80 | | 3.16sources. The commissioner must prioritize school sites based upon their ability to execute |
---|
81 | 81 | | 3.17the full-service community model and the school review process under subdivision 3. |
---|
82 | 82 | | 3.18 Subd. 2a.School leadership team.(d) (a) A school site must establish a full-service |
---|
83 | 83 | | 3.19community school leadership team responsible for developing school-specific programming |
---|
84 | 84 | | 3.20goals, assessing program needs, and overseeing the process of implementing expanded |
---|
85 | 85 | | 3.21programming. The school leadership team shall must have at least 12 members and shall |
---|
86 | 86 | | 3.22meet, including but not limited to the following requirements representatives: |
---|
87 | 87 | | 3.23 (1) at least 30 percent of the two members who are parents, guardians, family members, |
---|
88 | 88 | | 3.24or students and 30 percent of the at the school site; |
---|
89 | 89 | | 3.25 (2) at least two members who are teachers or school leaders at the school site and must |
---|
90 | 90 | | 3.26include; |
---|
91 | 91 | | 3.27 (3) the school principal; and |
---|
92 | 92 | | 3.28 (4) representatives from partner agencies; and or the community. |
---|
93 | 93 | | 3.29 (2) (b) The full-service community school leadership team must be responsible for |
---|
94 | 94 | | 3.30overseeing the baseline analyses under paragraph (e) subdivision 2b and the creation of a |
---|
95 | 95 | | 3.31full-service community school plan under paragraphs (f) and (g) subdivision 2c. A full-service |
---|
96 | 96 | | 3.32community school leadership team must meet at least quarterly and have ongoing |
---|
97 | 97 | | 3.33responsibility for monitoring the development and implementation of full-service community |
---|

100 | 100 | | 4.2to schools on a regular basis and summarized in an annual report. These reports shall also |

101 | 101 | | 4.3must be made available to the public at the school site and on school and district websites. |
---|
102 | 102 | | 4.4 Subd. 2b.Baseline analysis.(e) School sites must complete a baseline analysis prior to |
---|
103 | 103 | | 4.5the creation of a full-service community school plan. The analysis shall must include: |
---|
104 | 104 | | 4.6 (1) a baseline analysis of needs at the school site, led by the school leadership team, |
---|
105 | 105 | | 4.7including the following elements: |
---|
106 | 106 | | 4.8 (i) identification of challenges facing the school; |
---|
107 | 107 | | 4.9 (ii) analysis of the student body, including: |
---|
108 | 108 | | 4.10 (A) number and percentage of students with disabilities and needs of these students; |
---|
109 | 109 | | 4.11 (B) number and percentage of students who are English learners and the needs of these |
---|
110 | 110 | | 4.12students; |
---|
111 | 111 | | 4.13 (C) number of students who are homeless or highly mobile; |
---|
112 | 112 | | 4.14 (D) number and percentage of students receiving free or reduced-price meals and the |
---|
113 | 113 | | 4.15needs of these students; and |
---|
114 | 114 | | 4.16 (E) number and percentage of students by race and ethnicity; |
---|
115 | 115 | | 4.17 (iii) analysis of enrollment and retention rates for students with disabilities, English |
---|
116 | 116 | | 4.18learners, homeless and highly mobile students, and students receiving free or reduced-price |
---|
117 | 117 | | 4.19meals; |
---|
118 | 118 | | 4.20 (iv) analysis of suspension and expulsion data, including the justification for such |
---|
119 | 119 | | 4.21disciplinary actions and the degree to which particular populations, including but not limited |
---|
120 | 120 | | 4.22to American Indian students and students of color, students with disabilities, students who |
---|
121 | 121 | | 4.23are English learners, and students receiving free or reduced-price meals are represented |
---|
122 | 122 | | 4.24among students subject to such actions; |
---|
123 | 123 | | 4.25 (v) analysis of school achievement data disaggregated by major demographic categories, |
---|
124 | 124 | | 4.26including but not limited to race, ethnicity, English learner status, disability status, and free |
---|
125 | 125 | | 4.27or reduced-price meals status; |
---|
126 | 126 | | 4.28 (vi) analysis of current parent engagement strategies and their success; and |
---|
127 | 127 | | 4.29 (vii) evaluation of the need for and availability of full-service community school activities, |
---|

133 | 133 | | 5.4transportation, nutrition, immigration, or criminal justice issues; |

134 | 134 | | 5.5 (B) expanded and enriched learning time and opportunities, including before-school, |

135 | 135 | | 5.6after-school, weekend, and summer programs that provide additional academic instruction, |

136 | 136 | | 5.7individualized academic support, enrichment activities, and learning opportunities that |
---|
137 | 137 | | 5.8emphasize real-world learning and community problem solving and may include art, music, |

138 | 138 | | 5.9drama, creative writing, hands-on experience with engineering or science, tutoring and |
---|
139 | 139 | | 5.10homework help, or recreational programs that enhance and are consistent with the school's |
---|
140 | 140 | | 5.11curriculum; |
---|
141 | 141 | | 5.12 (C) active family and community engagement that brings students' families and the |
---|
142 | 142 | | 5.13community into the school as partners in education and makes the school a neighborhood |
---|
143 | 143 | | 5.14hub, providing adults with educational opportunities that may include adult English as a |
---|
144 | 144 | | 5.15second language classes, computer skills, art, or other programs that bring community |
---|
145 | 145 | | 5.16members into the school for meetings or events; and |
---|
146 | 146 | | 5.17 (D) collaborative leadership and practices that build a culture of professional learning, |
---|
147 | 147 | | 5.18collective trust, and shared responsibility and include a school-based full-service community |
---|
148 | 148 | | 5.19school leadership team, a full-service community school site coordinator, a full-service |
---|
149 | 149 | | 5.20community school initiative director, a community-wide leadership team, other leadership |

150 | 150 | | 5.21or governance teams, teacher learning communities, or other staff to manage the joint work |
---|
151 | 151 | | 5.22of school and community organizations; |
---|
152 | 152 | | 5.23 (2) a baseline analysis of community assets, including documentation of individuals in |

153 | 153 | | 5.24the community, faith-based organizations, community and neighborhood associations, |

213 | 213 | | 7.22 Subd. 3.Full-service community school review.(a) A full-service community school |
---|
214 | 214 | | 7.23site must submit to the commissioner, and make available at the school site and online, a |

215 | 215 | | 7.24report describing efforts to integrate community school programming at each covered school |
---|
216 | 216 | | 7.25site and the effect of the transition to a full-service community school on participating |
