55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [10.70] MINNESOTA VOLUNTEERISM INNOVATION BOARD.​
77 1.7 Subdivision 1.Board established; membership.(a) A Minnesota Volunteerism​
88 1.8Innovation Board is established. The board consists of the following members:​
99 1.9 (1) three members appointed by the governor;​
1010 1.10 (2) two members appointed by the speaker of the house of representatives;​
1111 1.11 (3) one member appointed by the minority leader of the house of representatives;​
1212 1.12 (4) two members appointed by the president of the senate; and​
1313 1.13 (5) one member appointed by the minority leader of the senate.​
1414 1.14 (b) In addition to the members appointed under paragraph (a), a representative of the​
1515 1.15contractor providing administrative support under subdivision 4 shall serve as the board's​
1616 1.16secretary and is an ex-officio, nonvoting member of the board. The contractor's representation​
1717 1.17is not subject to the qualification standards in subdivision 2.​
1818 1.18 (c) The board shall elect a chair and other officers from among its membership.​
1919 1.19 Subd. 2.Qualifications for appointment.(a) The appointing authorities must coordinate​
2020 1.20appointments to ensure the inclusion of community leaders from a range of subsectors of​
2121 1.21the nonprofit, public, and business volunteerism communities. Appointees must be​

3333 2.3 (b) The community indicator regions adopted by the state demographer under paragraph​
3434 2.4(a) must reflect the Minnesota Compass regions adopted by Wilder Research, or another​
3535 2.5similar metric for identifying and measuring community indicators in individual regions of​
3636 2.6the state.​
3737 2.7 Subd. 3.Terms of appointment; removal; compensation.Members of the board shall​
3838 2.8be appointed for a five-year term. Members may be removed and vacancies filled as provided​
3939 2.9in section 15.0575, subdivisions 4 and 5. Members of the board serve without compensation​
4040 2.10or reimbursement for expenses, except for compensation or expense reimbursement that​
4141 2.11the member may receive in the ordinary course of employment or from another nonstate​
4242 2.12source that is not a grant applicant or recipient.​
4343 2.13 Subd. 4.Administrative staff support.The commissioner of administration must assist​
4444 2.14the board in entering a contract for professional services for administrative support. The​
4545 2.15contractor must have existing, demonstrated expertise in building the capacity of​
4646 2.16organizations to effectively engage volunteers according to best practices in volunteer​
4747 2.17resources leadership.​
4848 2.18 Subd. 5.Duties.The board shall:​
4949 2.19 (1) gather information about, analyze, and build upon Minnesota's current capacity for​
5050 2.20sustained high-quality, results-driven, evidence-based, innovative volunteerism in order to​
5151 2.21expand Minnesotans' ability to act on challenges and opportunities that correspond directly​
5252 2.22to Minnesota Compass measures, or other similar community indicators, and positively​
5353 2.23impact Minnesota communities;​
5454 2.24 (2) study and assess the capacity of Minnesota nonprofit, public, and business​
5555 2.25organizations to expand and deepen volunteer efforts that address community challenges​
5656 2.26and opportunities through sustained high-quality, results-driven volunteerism and make​
5757 2.27recommendations to community and volunteer engagement leaders and report the study​
5858 2.28results and recommendations to the governor and the legislature;​
5959 2.29 (3) gather baseline information about the capacity of Minnesota volunteer-involving​
6060 2.30organizations to demonstrate results through volunteering best practices and by tracking,​
6161 2.31analyzing, and reporting grant activities and measurable grant results with a common​
6262 2.32grant-tracking and grant-reporting system; and​
6363 2.33 (4) administer the grant program required by section 10.701.​

6565 REVISOR SGS/DG 25-04106​03/03/25 ​ 3.1 Subd. 6.Legislative reports.By November 15 of each year, the board shall prepare​
6666 3.2and deliver to the legislature and the governor a report that includes:​
6767 3.3 (1) a financial statement showing receipts and disbursements for the year ending the​
6868 3.4preceding June 30, including a listing of the nonstate gifts and contributions to the Minnesota​
6969 3.5volunteerism innovation account established in section 10.702 that are valued in excess of​
7070 3.6$1,000 along with the donor who contributed the gift;​
7171 3.7 (2) a brief description of the activities of the board for the preceding year;​
7272 3.8 (3) the number of meetings and approximate hours spent by board members in meetings​
7373 3.9and on other board activities;​
7474 3.10 (4) a brief summary of board rules proposed or adopted during the period with appropriate​
7575 3.11citations to the State Register and published rules; and​
7676 3.12 (5) the number of grant applications received by the board and the number of grants​
7777 3.13awarded, with a brief description of the purpose and outcomes of each awarded grant and​
7878 3.14the region of the state where the grantee is located.​
7979 3.15 Subd. 7.Expiration.The board expires June 30, 2028.​
8080 3.16 Sec. 2. [10.701] MINNESOTA VOLUNTEERISM INNOVATION GRANTS.​
8181 3.17 Subdivision 1.Grants; measures of progress.The Minnesota Volunteerism Innovation​
8282 3.18Board must administer a grant program intended to increase measurable results of innovative​
8383 3.19volunteer efforts aligned with Minnesota Compass measures, or other similar community​
8484 3.20indicators, in areas that impact Minnesotans' quality of life. The measures must serve as​
8585 3.21indicators of progress to be measured in order to determine the recipient's progress toward​
8686 3.22identified community goals. An applicant for a grant must identify the measures to be used​
8787 3.23when applying for a grant.​
8888 3.24 Subd. 2.Eligibility; nonstate match required.Grants may be awarded to organizations​
8989 3.25in the public, nonprofit, or business sector that directly engage primarily nonstipend​
9090 3.26volunteers. To be eligible for a grant, an applicant must match the grant funds requested to​
9191 3.27be awarded in full. The match may be demonstrated through a direct contribution of funds,​
9292 3.28or through in-kind contributions, including the value of staff and volunteer time provided​
9393 3.29by the applicant, the applicant's community partners, or other nonstate sources. The value​
9494 3.30of time of volunteers who receive a stipend may not be counted toward the match​
9595 3.31requirement. The value of time of volunteers who receive reimbursement for direct​
9696 3.32volunteer-related expenses may be counted toward the match requirement. Grants may be​
9797 3.33renewed at the discretion of the board.​
9898 3​Sec. 2.​
9999 REVISOR SGS/DG 25-04106​03/03/25 ​ 4.1 Subd. 3.Rules and laws governing grantmaking process.The board must adopt​
100100 4.2administrative rules to establish procedures governing the application for grants, evaluation​
101101 4.3of applications, and other requirements for awarding grants, including procedures to ensure​
102102 4.4that grant awards are equitably distributed to applicants in all regions of the state. Sections​
103103 4.516B.97 to 16B.991 apply to the award of grants by the board. The terms of the grant​
104104 4.6agreement must require that all activities funded by the grant be completed no later than​
105105 4.7June 30, 2030.​
106106 4.8 Subd. 4.Expiration.This section expires June 30, 2030.​
107107 4.9 Sec. 3. [10.702] MINNESOTA VOLUNTEERISM INNOVATION ACCOUNT.​
108108 4.10 A Minnesota volunteerism innovation account is established in the special revenue fund.​
109109 4.11The account consists of amounts appropriated to the account by law, and other gifts and​
110110 4.12contributions to the account received by the commissioner of management and budget under​
111111 4.13section 16A.013 from nonstate sources for deposit in the account. Amounts in the account​
112112 4.14are appropriated to the Minnesota Volunteerism Innovation Board for the purposes described​
113113 4.15in sections 10.70 and 10.701.​
114114 4.16 Sec. 4. MINNESOTA VOLUNTEERISM INNOVATION BOARD;​
115115 4.17APPOINTMENTS; FIRST MEETING.​
116116 4.18 Initial appointments to the Minnesota Volunteerism Innovation Board must be made no​
117117 4.19later than August 1, 2025. The commissioner of administration must convene the first​
118118 4.20meeting of the board no later than September 1, 2025.​
119119 4.21 Sec. 5. MINNESOTA VOLUNTEERISM INNOVATION BOARD;​
120120 4.22APPROPRIATION.​
121121 4.23 $1,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027 are appropriated from​
122122 4.24the general fund to the Minnesota volunteerism innovation account in the special revenue​
123123 4.25fund established in Minnesota Statutes, section 10.702. Of this amount, no more than $80,000​
124124 4.26may be used in each fiscal year to support administrative costs associated with implementing​
125125 4.27the requirements of this act. All remaining amounts must be distributed as grants under​
126126 4.28Minnesota Statutes, section 10.701.​
