                            1.1	A bill for an act​
1.2 relating to local government; authorizing volunteer emergency services providers​
1.3 to purchase personal vehicle tires under municipal contracts; proposing coding for​
1.4 new law in Minnesota Statutes, chapter 471.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. [471.3458] VOLUNTEER EMERGENCY SERVICES PROVIDERS; TIRE​
1.7PURCHASES.​
1.8 Subdivision 1.Definitions.(a) For purposes of this section, the following terms have​
1.9the meanings given.​
1.10 (b) "Fire department" has the meaning given in section 299N.01, subdivision 2.​
1.11 (c) "Municipality" means a statutory or home rule charter city or a town.​
1.12 (d) "Volunteer emergency services provider" means a volunteer firefighter, as defined​
1.13in section 299N.03, subdivision 7; volunteer ambulance attendant, as defined in section​
1.14144E.001, subdivision 15; volunteer paramedic; or any other volunteer emergency medical​
1.15personnel performing emergency medical services for a municipality or fire department.​
1.16 Subd. 2.Tire purchases.A municipality or fire department may authorize a volunteer​
1.17emergency services provider who has performed services for the municipality or fire​
1.18department for at least three years and who is currently performing services for the​
1.19municipality or fire department to purchase up to four vehicle tires for one personal vehicle​
1.20owned by the volunteer emergency services provider every three years under a contract for​
1.21tires from which the municipality or fire department purchases vehicle tires. The volunteer​

The bill was read for the first time and referred to the Committee on Elections Finance and Government Operations​ 2.1emergency services provider must pay for any tires purchased under this section, including​
2.2all applicable taxes and fees.​
2.3 Subd. 3.Authorization requirements.(a) The authorization by a municipality or fire​
2.4department to purchase tires under this section must be in writing on the municipality's or​
2.5fire department's letterhead and include the following:​
2.6 (1) the volunteer emergency services provider's name;​
2.7 (2) the number of years the volunteer emergency services provider has performed services​
2.8for the municipality or fire department;​
2.9 (3) the license plate number of the personal vehicle on which the tires will be placed;​
2.10and​
2.11 (4) a reference to the contract under which the municipality or fire department purchases​
2.12vehicle tires.​
2.13 (b) The municipality or fire department must document how many tires each volunteer​
2.14emergency services provider purchases during the periods specified in this section.​
