1.1 A bill for an act
1.2 relating to campaign finance; modifying the definition of administrative action as
1.3 it applies to the Public Utilities Commission; amending Minnesota Statutes 2024,
1.4 section 10A.01, subdivision 2.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2024, section 10A.01, subdivision 2, is amended to read:
1.7 Subd. 2.Administrative action.(a) "Administrative action" means an action by any
1.8official, board, commission or agency of the executive branch to adopt, amend, or repeal a
1.9rule under chapter 14. "Administrative action" does not include the application or
1.10administration of an adopted rule, except in cases of rate setting, power plant and powerline
1.11siting, and granting of certificates of need under section 216B.243.
1.12 (b) Notwithstanding paragraph (a), administrative action includes the exercise of any
1.13power or duty given to the Public Utilities Commission under statute or adopted rule.
