44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. NEIGHBORHOOD DEVELOPMENT CENTER.​
66 1.6 $4,500,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
77 1.7of employment and economic development for a grant to the Neighborhood Development​
88 1.8Center to design, construct, furnish, and equip a new entrepreneur innovation center located​
99 1.9in the Lake Street Corridor in the city of Minneapolis. The new building shall include space​
1010 1.10for entrepreneurs from low-income communities to develop and operate their businesses,​
1111 1.11and may include a technology accelerator, a beauty, health, and wellness incubator with a​
1212 1.12small-batch production kitchen, community event and meeting space, a food production​
1313 1.13kitchen, and retail space. This appropriation is available until the project is completed or​
1414 1.14abandoned, subject to Minnesota Statutes, section 16A.642. This is a onetime appropriation.​
1515 1.15 EFFECTIVE DATE.This section is effective the day following final enactment.​
