1.2 relating to education finance; appropriating money for a grant to St. Paul Public
1.3 Schools.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATIONS; FIRST LANGUAGE RESOURCES.
1.6 Subdivision 1.Department of Education.The sums indicated in this section are
1.7appropriated from the general fund to the Department of Education in the fiscal years
1.8designated.
1.9 Subd. 2.First language resources.(a) For a grant to Independent School District No.
1.10625, St. Paul Public Schools, for professional development and culturally relevant
1.11instructional materials at East African Magnet School:

1.14 (b) The professional development must include instruction for teachers on how to navigate
1.15free open source repositories containing literacy resources, selecting and translating culturally
1.16relevant materials, incorporating first language resources into literacy instruction, and
1.17adapting stories for diverse learners. St. Paul Public Schools may use grant money to pay
1.18for salaries and benefits of staff or may contract with a third party to provide the professional
1.19development. The district must share the literacy and professional development resources
1.20developed as a result of receiving the grant through a Creative Commons license that requires
1.21attribution, noncommercial usage, and distribution of modified materials under the same
