| 7 | 7 | | 1.7 (a) $900,000 in fiscal year 2026 and $900,000 in fiscal year 2027 are transferred from |

| 8 | 8 | | 1.8the general fund to the housing development fund. This transfer is $900,000 in fiscal year |
|---|
| 9 | 9 | | 1.92028 and each year thereafter. |

| 10 | 10 | | 1.10 (b) $900,000 in fiscal year 2026 and $900,000 in fiscal year 2027 are appropriated from |

| 11 | 11 | | 1.11the housing development fund to the commissioner of the Minnesota Housing Finance |

| 12 | 12 | | 1.12Agency for a grant to the Amherst H. Wilder Foundation for the Minnesota homeless study. |

| 13 | 13 | | 1.13This appropriation must be disbursed to the Amherst H. Wilder Foundation no later than |

| 14 | 14 | | 1.14July 15 of each year and used for activities directly related to the triennial Minnesota |

| 15 | 15 | | 1.15homeless study. Notwithstanding Minnesota Statutes, section 16B.98, subdivision 14, the |

| 16 | 16 | | 1.16commissioner may use up to one percent of this appropriation for administrative costs. |

| 17 | 17 | | 1.17 (c) The Amherst H. Wilder Foundation must submit a copy of the Minnesota homeless |

| 18 | 18 | | 1.18study and a report that summarizes the findings of the study to the chairs and ranking |

| 19 | 19 | | 1.19minority members of the legislative committees with jurisdiction over housing and |

| 20 | 20 | | 1.20homelessness by March 1, 2028, and every three years thereafter. |

| 21 | 21 | | 1.21 (d) Notwithstanding Minnesota Statutes, section 16A.28, any unencumbered balance in |
