55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 121A.23, subdivision 1, is amended to read:​
77 1.7 Subdivision 1.Sexually transmitted infections and diseases program.The​
88 1.8commissioner of education, in consultation with the commissioner of health, shall assist​
99 1.9districts in developing and implementing a program to prevent and reduce the risk of sexually​
1010 1.10transmitted infections and diseases, including but not exclusive to human immune deficiency​
1111 1.11virus and human papilloma virus. Each district must have a program that includes at least:​
1212 1.12 (1) planning materials, guidelines, and other technically accurate and updated information​
1313 1.13that is medically and scientifically accurate and unbiased;​
1414 1.14 (2) a comprehensive, technically medically and scientifically accurate, unbiased, and​
1515 1.15updated curriculum that includes but is not limited to helping students to abstain from sexual​
1616 1.16activity until marriage;​
1717 1.17 (3) cooperation and coordination among districts and SCs;​
1818 1.18 (4) a targeting of adolescents, especially those who may be at high risk of contracting​
1919 1.19sexually transmitted infections and diseases, for prevention efforts;​
2020 1.20 (5) (4) involvement of parents and other community members;​
2121 1.21 (6) (5) in-service training for appropriate district staff and school board members;​

3838 2.8 The department may provide assistance at a neutral site to a nonpublic school participating​
3939 2.9in a district's program. District programs must not conflict with the health and wellness​
4040 2.10curriculum developed under Laws 1987, chapter 398, article 5, section 2, subdivision 7.​
4141 2.11 If a district fails to develop and implement a program to prevent and reduce the risk of​
4242 2.12sexually transmitted infection and disease, the department must assist the service cooperative​
4343 2.13in the region serving that district to develop or implement the program.​
