1.1 A bill for an act
1.2 relating to transportation; prohibiting expenditures for the Northern Lights Express
1.3 passenger rail project.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. NORTHERN LIGHTS EXPRESS PASSENGER RAIL; PROHIBITION.
1.6 Subdivision 1.Definition.For purposes of this section, "Northern Lights Express project"
1.7means the proposed high-speed passenger rail project between the cities of Minneapolis
1.8and Duluth.
1.9 Subd. 2.Commissioner of transportation.The commissioner of transportation must
1.10not expend any money for studying, planning, preliminary engineering, final design, or
1.11construction for the Northern Lights Express project. This prohibition includes grants to
1.12other entities and the expenditure of federal money for this purpose.
1.13 Subd. 3.Metropolitan Council.The Metropolitan Council must not expend any money
1.14for studying, planning, preliminary engineering, final design, or construction for the Northern
1.15Lights Express project. This prohibition includes grants to other entities and the expenditure
1.16of federal money for this purpose.
1.17 EFFECTIVE DATE.This section is effective the day following final enactment.
