1.1 A bill for an act 1.2 relating to human services; appropriating money for county implementation of 1.3 service delivery transformation requirements and information technology 1.4 modernization projects. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. APPROPRIATION; COUNTY GRANTS FOR IMPLEMENTATION OF 1.7SERVICE DELIVERY TRANSFORMA TION REQUIREMENTS. 1.8 $....... in fiscal year 2026 is appropriated from the general fund to the commissioner of 1.9human services for grants to counties to offset county costs related to the implementation 1.10of the Department of Human Services service delivery transformation information technology 1.11initiatives. The commissioner must award a grant to each county and develop a formula to 1.12distribute grant money in an equitable manner, based on the number of persons served by 1.13each county human services agency and other factors the commissioner determines to be 1.14relevant. The commissioner must also develop a framework to offset county costs for 1.15implementation of future information technology or service delivery initiatives in the 1.16Department of Human Services or the Department of Children, Youth, and Families. This 1.17is a onetime appropriation. 1.18 Sec. 2. APPROPRIATION; COUNTY GRANTS FOR INFORMATION 1.19TECHNOLOGY INFRASTRUCTURE. 1.20 $....... in fiscal year 2026 is appropriated from the general fund to the commissioner of 1.21human services for grants to counties for information technology modernization and 1.22infrastructure projects.
