99 1.9 Subd. 2.Public access automated external defibrillator smart monitored cabinets.(a)​
1010 1.10For a grant to the Minnesota State High School League for school districts to purchase,​
1111 1.11install, and operate public access automated external defibrillator (AED) smart monitored​
1212 1.12cabinets on school grounds:​

1414 1.14 (b) Grant money must be used to purchase and install up to 2,000 public access AED​
1515 1.15smart monitored cabinets, including fully connected AEDs with quick rescue, five years of​
1616 1.16AED smart monitoring and full maintenance, and miscellaneous accessories and actions in​
1717 1.17an AED package program supplied by Power to Save a Life, Advocates for Health, AED​
1818 1.18Smart Monitoring LLC, Avive Real Connect AED, or their equivalents. The AED units​
1919 1.19must be installed on school grounds and comply with public access AEDs as defined in​
2020 1.20Minnesota Statutes, section 403.51, subdivision 1.​

3030 The bill was read for the first time and referred to the Committee on Education Finance​ 2.1 (c) The Minnesota State High School League and the Anyone Can Save A Life program​
3131 2.2must mutually select school districts as grant award recipients from applicants that agree​
3232 2.3to the following:​
3333 2.4 (1) each AED unit purchased with grant money must be located outdoors or in an indoor​
3434 2.5facility that is always publicly accessible;​
3535 2.6 (2) the local, state, or federal agency that administers the land on which the AED unit​
3636 2.7is located must agree to the specific location where it is placed;​
3737 2.8 (3) the grant recipient must provide for the operation and maintenance of the AED unit​
3838 2.9for five years from installation without seeking additional state or local funding;​
3939 2.10 (4) the grant recipient must install, operate, and maintain the AED unit in a manner that​
4040 2.11accounts for typical weather and temperature conditions and ensures reliable operation in​
4141 2.12those conditions; and​
4242 2.13 (5) the grant recipient is responsible for compliance with the applicable requirements​
4343 2.14of Minnesota Statutes, section 403.51.​
4444 2.15 (d) By October 1, 2025, the Minnesota State High School League and the Anyone Can​
4545 2.16Save A Life program must begin accepting school district applications for installation of​
4646 2.17AED smart monitored cabinets on school district grounds and determine the per district​
4747 2.18allocation of grant money.​
4848 2.19 (e) By October 1, 2026, the Minnesota State High School League must report to the​
4949 2.20chairs and ranking minority members of the legislative committees having jurisdiction over​
5050 2.21kindergarten through grade 12 education on the grants awarded to school districts, money​
5151 2.22allocated to each recipient district, and number of AED units installed. The report must be​
5252 2.23filed in accordance with Minnesota Statutes, section 3.195.​
5353 2.24 (f) This is a onetime appropriation.​
