55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​

77 1.73, as amended by Laws 2023, chapter 52, article 2, section 10, is amended to read:​
88 1.8Subd. 3.Peace Officer Training Assistance​
99 1.9Philando Castile Memorial Training Fund​
1010 1.10$6,000,000 each year is to support and​
1111 1.11strengthen law enforcement training and​
1212 1.12implement best practices. This funding shall​
1313 1.13be named the "Philando Castile Memorial​
1414 1.14Training Fund." These funds may only be used​
1515 1.15to reimburse costs related to training courses​
1616 1.16that qualify for reimbursement under​
1717 1.17Minnesota Statutes, sections 626.8452 (use of​
1818 1.18force), 626.8469 (training in crisis response,​
1919 1.19conflict management, and cultural diversity),​
2020 1.20and 626.8474 (autism training).​
2121 1.21Each sponsor of a training course is required​
2222 1.22to include the following in the sponsor's​
2323 1.23application for approval submitted to the​
2424 1​Section 1.​

3333 The bill was read for the first time and referred to the Committee on Public Safety Finance and Policy​ 2.1board: course goals and objectives; a course​
3434 2.2outline including at a minimum a timeline and​
3535 2.3teaching hours for all courses; instructor​
3636 2.4qualifications; and a plan for learning​
3737 2.5assessments of the course and documenting​
3838 2.6the assessments to the board during review.​
3939 2.7Upon completion of each course, instructors​
4040 2.8must submit student evaluations of the​
4141 2.9instructor's teaching to the sponsor.​
4242 2.10The board shall keep records of the​
4343 2.11applications of all approved and denied​
4444 2.12courses. All continuing education courses shall​
4545 2.13be reviewed after the first year. The board​
4646 2.14must set a timetable for recurring review after​
4747 2.15the first year. For each review, the sponsor​
4848 2.16must submit its learning assessments to the​
4949 2.17board to show that the course is teaching the​
5050 2.18learning outcomes that were approved by the​
5151 2.19board.​
5252 2.20A list of licensees who successfully complete​
5353 2.21the course shall be maintained by the sponsor​
5454 2.22and transmitted to the board following the​
5555 2.23presentation of the course and the completed​
5656 2.24student evaluations of the instructors.​
5757 2.25Evaluations are available to chief law​
5858 2.26enforcement officers. The board shall establish​
5959 2.27a data retention schedule for the information​
6060 2.28collected in this section.​
6161 2.29Each year, if funds are available after​
6262 2.30reimbursing all eligible requests for courses​
6363 2.31approved by the board under this subdivision,​
6464 2.32the board may use the funds to reimburse law​
6565 2.33enforcement agencies for other​
6666 2.34board-approved law enforcement training​
