55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 16B.97, is amended by adding a subdivision​
77 1.7to read:​
88 1.8 Subd. 6.Grants management training.(a) The commissioner must develop an online,​
99 1.9on-demand grants management training program for state agency staff. At a minimum, the​
1010 1.10training must:​
1111 1.11 (1) include curriculum necessary for grants management managers and supervisors to​
1212 1.12properly and effectively manage a grants management program and for employees to​
1313 1.13effectively perform job duties;​
1414 1.14 (2) include instruction on the state's grants management policies;​
1515 1.15 (3) include instruction on fraud indicators; and​
1616 1.16 (4) require an exam that demonstrates an understanding of the skills, knowledge, and​
1717 1.17responsibilities presented in the training.​
1818 1.18 (b) All state agency staff assigned grant management responsibilities must complete​
1919 1.19initial grants management training before assuming grants management job duties and must​
2020 1.20complete continuing grants management training on an annual basis.​
