55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. [116J.9927] PREPARE MINNESOTA.​
77 1.7 Subdivision 1.Establishment.(a) The commissioner must establish and administer a​
88 1.8comprehensive test and professional licensure program that must be provided at no cost to​
99 1.9students at public higher education institutions and dislocated workers as defined in section​
1010 1.10116L.17.​
1111 1.11 (b) The program must, at a minimum, offer students and dislocated workers test​
1212 1.12preparation services for the Medical College Admission Test, Law School Admission Test,​
1313 1.13Graduate Record Examination, Graduate Management Admission Test, and other preparation​
1414 1.14programs for professional exams, including but not limited to the areas of nursing, teaching,​
1515 1.15real estate, securities, and law. The program must, at a minimum, also provide preparation​
1616 1.16for the Securities Industry Essentials exam, a Financial Paraplanner Qualified Professional​
1717 1.17exam, and a Wealth Management Specialist exam.​
1818 1.18 Subd. 2.Vendors.The commissioner must procure and contract with a vendor to provide​
1919 1.19comprehensive test and professional licensure preparation services.​
2020 1.20 Subd. 3.Priority of recipients.If money is insufficient to provide comprehensive test​
2121 1.21and professional licensure preparation to all students or dislocated workers seeking to​
2222 1.22participate in the program, the commissioner may prioritize offering the services to recipients​
2323 1.23of a state grant under section 136A.121.​

3333 The bill was read for the first time and referred to the Committee on Workforce, Labor, and Economic Development Finance and Policy​ 2.1 Subd. 4.Reporting.(a) By February 15 of each year, the commissioner must submit a​
3434 2.2report on the details of the program under this section to the legislative committees with​
3535 2.3jurisdiction over higher education finance and policy. The report must include the following​
3636 2.4information:​
3737 2.5 (1) research and analysis on the effectiveness and impact of the program that considers​
3838 2.6the following:​
3939 2.7 (i) recruitment and retention of students at eligible institutions;​
4040 2.8 (ii) the number of students who remain in Minnesota after graduating; and​
4141 2.9 (iii) the long-term value the program offers to students;​
4242 2.10 (2) the number of students who participated in the program in the prior academic year;​
4343 2.11and​
4444 2.12 (3) updated spending projections for the program.​
4545 2.13 (b) Institutions with students participating in the program must provide information to​
4646 2.14the commissioner annually to facilitate reporting.​
4747 2.15 Sec. 2. APPROPRIATION.​
4848 2.16 $5,000,000 in fiscal year 2026 and $5,000,000 in fiscal year 2027 are appropriated from​
4949 2.17the workforce development fund to the commissioner of employment and economic​
5050 2.18development to establish and administer a comprehensive test and professional licensure​
5151 2.19preparation program under Minnesota Statutes, section 116J.9927.​
