15 | 15 | | 1.15deny a qualified disabled person the full and equal enjoyment of any benefits, or otherwise |

16 | 16 | | 1.16discriminate against a qualified disabled person because of a disability. |

17 | 17 | | 1.17 (b) Each state agency that provides financial assistance to a program or activity shall |

18 | 18 | | 1.18ensure that the recipient of financial assistance complies with the requirements of this section |

19 | 19 | | 1.19and shall adopt rules as necessary to enforce compliance with this section. |

20 | 20 | | 1.20 (c) The provisions of this section shall remain in full force and effect regardless of any |
