44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATION; RESTORATION FOR ALL.​
66 1.6 $4,900,000 in fiscal year 2026 is appropriated from the general fund to the commissioner​
77 1.7of employment and economic development for a grant to Restoration for All (REFA), a​
88 1.8501(c)(3) nonprofit organization, in partnership with Equitable Development Action (EDA)​
99 1.9to acquire property for and to predesign, design, construct, furnish, renovate, and equip a​
1010 1.10multipurpose services building to enhance culturally relevant mental health and suicide​
1111 1.11prevention services to serve Minnesota's African immigrant refugee communities and address​
1212 1.12the comprehensive wellness needs of various populations, including the elderly and​
1313 1.13underrepresented students in higher education. The space would also be used to support​
1414 1.14providers of assisted living services and services under Minnesota Statutes, chapter 245D,​
1515 1.15in maintaining compliance and delivering high-quality care. This is a onetime appropriation​
1616 1.16and is available until the project is completed or abandoned, subject to Minnesota Statutes,​
1717 1.17section 16A.642.​
