1.1 A bill for an act 1.2 relating to transportation; modifying escort vehicle requirements for 1.3 overdimensional loads; amending Minnesota Statutes 2024, section 169.812, 1.4 subdivision 2. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. Minnesota Statutes 2024, section 169.812, subdivision 2, is amended to read: 1.7 Subd. 2.Escort vehicles required; width.(a) Except as provided in paragraphs (d) and 1.8(e), no escort vehicle is required if the width of an overdimensional load is 15 feet or less 1.9as measured at the bottom of the load or is 16 feet or less as measured at the top of the load. 1.10 (b) Only one rear escort vehicle is required on a multilane divided roadway if the width 1.11of an overdimensional load is more than 15 feet as measured at the bottom of the load or is 1.12more than 16 feet as measured at the top of the load. 1.13 (c) Only one lead escort vehicle and one rear escort vehicle is required on any undivided 1.14roadway if the width of an overdimensional load is more than 15 feet as measured at the 1.15bottom of the load or is more than 16 feet as measured at the top of the load. 1.16 (d) One lead escort vehicle, one rear escort vehicle, and one lead licensed peace officer 1.17is required when any part of an overdimensional load or a vehicle transporting an 1.18overdimensional load extends beyond the left of the centerline on an undivided roadway 1.19and when movement over the centerline would adversely affect traffic, create hazardous 1.20driving conditions, or jeopardize the safety of the motoring public. 1.21 (e) The commissioner may must specify in the permit: 1.22 (1) the number of escort vehicles required; and 1Section 1. No. 2798 NINETY-FOURTH SESSION Authored by Fogelman, Joy and Koznick03/26/2025 The bill was read for the first time and referred to the Committee on Transportation Finance and Policy 2.1 (2) whether operators of the escort vehicles must be licensed peace officers or may be 2.2additional escort drivers as defined in subdivision 1. 2.3 (f) Notwithstanding paragraph (d), the commissioner may: 2.4 (1) require additional escorts when deemed necessary to protect public safety or to ensure 2.5against undue damage to the road foundations, surfaces, or structures. The commissioner 2.6must specify in the permit (1) the number of additional escorts required; and; or 2.7 (2) whether the operators of the escort vehicles must be licensed peace officers or may 2.8be escort drivers, as defined in subdivision 1 authorize fewer escorts if alternative safety 2.9measures are established by the carrier of the overdimensional load. 2.10 EFFECTIVE DATE.This section is effective July 1, 2025. 2Section 1.
