22 1.2 relating to housing; appropriating money for a grant to the Community Stabilization​

44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. APPROPRIATIONS; COMMUNITY STABILIZATION PROJECT.​
66 1.6 $100,000 in fiscal year 2026 and $100,000 in fiscal year 2027 are appropriated from the​
77 1.7general fund to the commissioner of the Housing Finance Agency for a grant to the​
88 1.8Community Stabilization Project in the city of St. Paul to provide assistance to tenants and​
99 1.9landlords. The funding provided in this section must:​
1010 1.10 (1) provide landlords with access to the necessary guidance and tools to comply with​
1111 1.11rental housing regulations;​
1212 1.12 (2) promote sustainable and efficient property management practices;​
1313 1.13 (3) enhance landlord-tenant relationships to reduce disputes, reduce rental turnover, and​
1414 1.14encourage the use of mediation to resolve disputes; and​
1515 1.15 (4) help landlords obtain rental payments by providing budgeting for at-risk tenants to​
1616 1.16improve stability, assist tenants in accessing rental assistance programs, and help renters​
1717 1.17obtain payment plans for tenants who are behind on payment.​
