1.1 A bill for an act 1.2 relating to public safety; appropriating money for a regional emergency disaster 1.3 services center in the city of Roseville. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. EMERGENCY DISASTER SERVICES CENTER; APPROPRIATION. 1.6 (a) $4,729,000 in fiscal year 2026 is appropriated from the general fund to the 1.7commissioner of public safety for a grant to a nonprofit organization under section 501(c)(3) 1.8of the Internal Revenue Code located in the city of Roseville, to acquire property for, and 1.9to predesign, design, construct, renovate, furnish, and equip a regional emergency disaster 1.10services center in Ramsey County. 1.11 (b) The new emergency disaster services center must allow for the strategic stockpiling 1.12of reserve assets and supplies, multiagency emergency operators response, statewide and 1.13multistate training opportunities, and any other needs associated with responding to a mass 1.14casualty disaster, natural disasters, pandemics, man-made disasters, or other temporary 1.15emergency uses, as determined by the state director of the Division of Homeland Security 1.16and Emergency Management and the commissioner of public safety. 1.17 (c) This appropriation is not available until the commissioner of public safety determines 1.18that at least 67 percent of the total project costs are committed to the project from nonstate 1.19sources. 1.20 (d) This appropriation is available until the project is completed or abandoned, subject 1.21to Minnesota Statutes, section 16A.642. 1Section 1.
