1.1 A bill for an act
1.2 relating to capital investment; appropriating money for a grant to PROCEED for
1.3 a community center in the city of St. Paul.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATION; PROCEED.
1.6 $3,000,000 in fiscal year 2026 is appropriated from the general fund to the commissioner
1.7of employment and economic development for a grant to Progressive Center for Education
1.8and Economic Development (PROCEED), a 501(c)(3) nonprofit organization, to design,
1.9construct, furnish, and equip a new community center on the east side of the city of St. Paul
1.10to support programming for the community, including but not limited to youth after-school
1.11programs, college preparation, and a health clinic. This appropriation is available until the
1.12project is completed or abandoned, subject to Minnesota Statutes, section 16A.642. This is
1.13a onetime appropriation.
1.14 EFFECTIVE DATE.This section is effective the day following final enactment.
