88 1.8 (a) $5,000,000 in fiscal year 2026 is appropriated from the general fund to the​
99 1.9commissioner of employment and economic development for a grant to MNSBIR, Inc., for​
1010 1.10support of the small business research and development goals provided in Minnesota Statutes,​
1111 1.11section 3.222. This appropriation is onetime and is available until June 30, 2027.​
1212 1.12 (b) The purpose of the grant is to support moving scientific excellence and technological​
1313 1.13innovation from the lab to the market for startups and small businesses by:​
1414 1.14 (1) securing federal research and development funding to build a strong innovation​
1515 1.15economy and stimulate the creation of novel products, services, and solutions;​
1616 1.16 (2) strengthening the role of startups and small businesses in meeting federal research​
1717 1.17and development needs;​
1818 1.18 (3) increasing the commercial application of federally supported research results; and​
1919 1.19 (4) developing and increasing the Minnesota workforce, especially by fostering and​
2020 1.20encouraging participation by small businesses owned by people who are Black, Indigenous,​
2121 1.21People of Color, and women.​

3333 2.3of novel ideas, concepts, and projects to develop cutting-edge products and services for​
3434 2.4worldwide economic impact. Grant money shall be used to:​
3535 2.5 (1) assist startups and small businesses in securing federal research and development​
3636 2.6funding including the small business innovation research and small business technology​
3737 2.7transfer programs;​
3838 2.8 (2) support technology transfer and commercialization from the University of Minnesota,​
3939 2.9Mayo Clinic, and federal laboratories;​
4040 2.10 (3) collaborate with corporate venture groups and large businesses nationally;​
4141 2.11 (4) conduct statewide outreach, education, and training on federal rules, regulations, and​
4242 2.12requirements;​
4343 2.13 (5) assist with scientific and technical writing;​
4444 2.14 (6) help manage federal grants and contracts; and​
4545 2.15 (7) support cost accounting and federal sole-source procurement opportunities.​
