4	4	1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
5	5	1.5 Section 1. Laws 2023, chapter 62, article 1, section 11, subdivision 4, is amended to read:

7	7	1.7The base for this appropriation is $15,833,000
8	8	1.8in fiscal year 2026 and each fiscal year
9	9	1.9thereafter.
10	10	1.10The appropriations under this section are to
11	11	1.11the commissioner of administration for the
12	12	1.12purposes specified.
13	13	1.13In-Lieu of Rent. $11,129,000 each year is for
14	14	1.14space costs of the legislature and veterans
15	15	1.15organizations, ceremonial space, and
16	16	1.16statutorily free space.
17	17	1.17Public Television. (a) $1,550,000 each year
18	18	1.18is for matching grants for public television.
19	19	1.19(b) $250,000 each year is for public television
20	20	1.20equipment grants under Minnesota Statutes,
21	21	1.21section 129D.13.

31	31	The bill was read for the first time and referred to the Committee on State Government Finance and Policy 2.1(c) $500,000 each year is for block grants to
32	32	2.2public television under Minnesota Statutes,
33	33	2.3section 129D.13. Of this amount, up to three
34	34	2.4percent is for the commissioner of
35	35	2.5administration to administer the grants. This
36	36	2.6is a onetime appropriation.
37	37	2.7(d) The commissioner of administration must
38	38	2.8consider the recommendations of the
39	39	2.9Minnesota Public Television Association
40	40	2.10before allocating the amounts appropriated in
41	41	2.11paragraphs (a) and (b) for equipment or
42	42	2.12matching grants.
43	43	2.13Public Radio. (a) $2,392,000 the first year
44	44	2.14and $1,242,000 the second year are for
45	45	2.15community service grants to public
46	46	2.16educational radio stations. This appropriation
47	47	2.17may be used to disseminate emergency
48	48	2.18information in foreign languages. Any
49	49	2.19unencumbered balance does not cancel at the
50	50	2.20end of the first year and is available for the
51	51	2.21second year.
52	52	2.22(b) $142,000 each year is for equipment grants
53	53	2.23to public educational radio stations. This
54	54	2.24appropriation may be used for the repair,
55	55	2.25rental, and purchase of equipment including
56	56	2.26equipment under $500.
57	57	2.27(c) $850,000 the first year is for grants to the
58	58	2.28Association of Minnesota Public Educational
59	59	2.29Radio Stations for the purchase of emergency
60	60	2.30equipment and increased cybersecurity and
61	61	2.31broadcast technology. The Association of
62	62	2.32Minnesota Public Educational Radio Stations
63	63	2.33may use up to four percent of this
64	64	2.34appropriation for costs that are directly related
65	65	2Section 1.

67	67	3.2grants.
68	68	3.3(d) $1,288,000 the first year is for a grant to
69	69	3.4the Association of Minnesota Public
70	70	3.5Educational Radio Stations to provide a
71	71	3.6diverse community radio news service. Of this
72	72	3.7amount, up to $38,000 is for the commissioner
73	73	3.8of administration to administer this grant. This
74	74	3.9is a onetime appropriation and is available
75	75	3.10until June 30, 2027 2028.
76	76	3.11(e) $1,020,000 each year is for equipment
77	77	3.12grants to Minnesota Public Radio, Inc.,
78	78	3.13including upgrades to Minnesota's Emergency
79	79	3.14Alert and AMBER Alert Systems.
80	80	3.15(f) The appropriations in paragraphs (a) to (e)
81	81	3.16may not be used for indirect costs claimed by
82	82	3.17an institution or governing body.
83	83	3.18(g) The commissioner of administration must
84	84	3.19consider the recommendations of the
85	85	3.20Association of Minnesota Public Educational
86	86	3.21Radio Stations before awarding grants under
87	87	3.22Minnesota Statutes, section 129D.14, using
88	88	3.23the appropriations in paragraphs (a) to (c). No
89	89	3.24grantee is eligible for a grant unless they are
90	90	3.25a member of the Association of Minnesota
91	91	3.26Public Educational Radio Stations on or before
92	92	3.27July 1, 2023.
93	93	3.28(h) Any unencumbered balance remaining the
94	94	3.29first year for grants to public television or
95	95	3.30public radio stations does not cancel and is
96	96	3.31available for the second year.
97	97	3.32Real Estate and Construction Services.
98	98	3.33$12,000,000 the first year and $8,000,000 the
99	99	3.34second year are to facilitate space

102	102	4.2work environment, including but not limited
103	103	4.3to the design, remodel, equipping, and
104	104	4.4furnishing of the space. This appropriation
105	105	4.5may also be used for relocation and rent loss.
106	106	4.6This is a onetime appropriation and is
107	107	4.7available until June 30, 2027.
108	108	4.8 Sec. 2. APPROPRIATION; PUBLIC EDUCATIONAL RADIO STATIONS.
109	109	4.9 (a) $1,382,000 in fiscal year 2026 and $1,382,000 in fiscal year 2027 are appropriated
110	110	4.10from the general fund to the commissioner of administration for community service grants
111	111	4.11to public educational radio stations. This appropriation may be used to disseminate emergency
112	112	4.12information in foreign languages. Any unencumbered balance does not cancel at the end of
113	113	4.13the first year and is available for the second year. The Association of Minnesota Public
114	114	4.14Educational Radio Stations may use up to four percent of this appropriation for administrative
115	115	4.15costs.
116	116	4.16 (b) $142,000 in fiscal year 2026 and $142,000 in fiscal year 2027 are appropriated from
117	117	4.17the general fund to the commissioner of administration for equipment grants to public
118	118	4.18educational radio stations. This appropriation may be used for the repair, rental, purchase,
119	119	4.19and upgrades of equipment and software, including computer software, applications,
120	120	4.20firmware, and equipment under $500.
