1.1 A bill for an act 1.2 relating to education; requiring an annual curriculum audit; amending Minnesota 1.3 Statutes 2024, section 120B.11, subdivision 9. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. Minnesota Statutes 2024, section 120B.11, subdivision 9, is amended to read: 1.6 Subd. 9.Annual evaluation.(a) The commissioner must identify effective strategies, 1.7practices, and use of resources by districts and school sites in striving for comprehensive 1.8achievement and civic readiness. The commissioner must assist districts and sites throughout 1.9the state in implementing these effective strategies, practices, and use of resources. 1.10 (b) The commissioner must identify those districts in any consecutive three-year period 1.11not making sufficient progress toward improving teaching and learning for all students, 1.12including English learners with varied needs, consistent with section 124D.59, subdivisions 1.132 and 2a, and striving for comprehensive achievement and civic readiness. The commissioner, 1.14in collaboration with the identified district, may require the district to use up to two percent 1.15of its basic general education revenue per fiscal year during the proximate three school 1.16years to implement commissioner-specified strategies and practices, consistent with paragraph 1.17(a), to improve and accelerate its progress in realizing its goals under this section. In 1.18implementing this section, the commissioner must consider districts' budget constraints and 1.19legal obligations. 1.20 (c) The commissioner shall must report by January 25 of each year to the committees 1.21of the legislature having jurisdiction over kindergarten through grade 12 education the list 1.22of school districts that have not submitted their report to the commissioner under subdivision 1Section 1. The commissioner must select the school districts to be audited from the list 2.6of districts under paragraph (c) or districts with schools identified for improvement under 2.7this section or in accordance with the state plan adopted under the most recent reauthorization 2.8of the Elementary and Secondary Education Act. 2Section 1.
