| 10 | 10 | | 1.10a substantial direct effect on a Minnesota Tribal government to the governing body of the |

| 11 | 11 | | 1.11affected Tribal government as soon as practicable. If the application is not complete, the |

| 12 | 12 | | 1.12commissioner must send any additional information of substance received after the |
|---|
| 13 | 13 | | 1.13application is submitted to the Tribal government as soon as practicable. |

| 14 | 14 | | 1.14 (b) For purposes of this subdivision, "Minnesota Tribal government" has the meaning |
