| 6 | 6 | | 1.6 Section 1. Minnesota Statutes 2024, section 256I.05, is amended by adding a subdivision |

| 8 | 8 | | 1.8 Subd. 12.County and Tribe supplementary administrative rate.(a) Notwithstanding |
|---|
| 9 | 9 | | 1.9subdivision 1 or any other law capping housing support payments to counties or Tribes, the |
|---|
| 10 | 10 | | 1.10commissioner of human services must determine a rate to be paid to counties and Tribes |
|---|
| 11 | 11 | | 1.11on top of any rates paid pursuant to this chapter based on the total yearly housing support |
|---|
| 12 | 12 | | 1.12payments to fund the following activities: |
|---|
| 13 | 13 | | 1.13 (1) establishing and maintaining housing support agreements with providers, including |
|---|
| 14 | 14 | | 1.14the establishment of contracting processes; |
|---|
| 15 | 15 | | 1.15 (2) overseeing and monitoring the quality of provider services; and |
|---|
| 16 | 16 | | 1.16 (3) determining eligibility and making payments to eligible providers. |

| 17 | 17 | | 1.17 (b) No later than February 27, 2026, the commissioner of human services must report |
|---|
| 18 | 18 | | 1.18to the chairs and ranking minority members of the legislative committees with jurisdiction |
|---|
| 19 | 19 | | 1.19over human services and housing on the rate established pursuant to this subdivision and |
|---|
| 20 | 20 | | 1.20the rate's methodology. If the commissioner of human services modifies the rate under this |
|---|
| 21 | 21 | | 1.21subdivision, the commissioner must report to the chairs and ranking minority members of |
