55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. HEARTLAND STATE TRAIL CONNECTION.​
77 1.7 Subdivision 1.Appropriation.$6,250,000 is appropriated from the bond proceeds fund​
88 1.8to the commissioner of natural resources to acquire land for and to construct a paved multiuse​
99 1.9trail segment to connect Itasca State Park to the Heartland Trail, beginning from about two​
1010 1.10miles east of the Heartland Trail Phase 1 tunnel under marked Highway 71 and proceeding​
1111 1.11in a direction toward the city of Emmaville. This appropriation is also for the environmental​
1212 1.12review, predesign, design, and construction of a paved multiuse trail and a trailhead in the​
1313 1.13city of Emmaville at the trail junction with the Heartland Trail.​
1414 1.14 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond​
1515 1.15proceeds fund, the commissioner of management and budget shall sell and issue bonds of​
1616 1.16the state in an amount up to $6,250,000 in the manner, upon the terms, and with the effect​
1717 1.17prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota​
1818 1.18Constitution, article XI, sections 4 to 7.​
1919 1.19 EFFECTIVE DATE.This section is effective the day following final enactment.​
