                    1.1	A bill for an act​
1.2 relating to economic development; appropriating money for grants to the cities of​
1.3 St. Paul and West St. Paul for economic development and job retention efforts for​
1.4 small businesses.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. APPROPRIATIONS.​
1.7 (a) $3,000,000 in fiscal year 2026 is appropriated from the general fund to the​
1.8commissioner of employment and economic development for a grant to the city of St. Paul​
1.9to work in consultation with the West Side Community Organization on economic​
1.10development and job retention efforts for businesses employing the equivalent of ten or less​
1.11full-time employees. Grant money may be used for: technical assistance; establishing​
1.12revolving loan funds; issuing loans, including no interest and forgivable loans; and grants​
1.13to small businesses for operating expenses. This appropriation is available until June 30,​
1.142027.​
1.15 (b) $2,000,000 in fiscal year 2026 is appropriated from the general fund to the​
1.16commissioner of employment and economic development for a grant to the city of West​
1.17St. Paul to work in consultation with the Residents of Color Collective on economic​
1.18development and job retention efforts for businesses employing the equivalent of ten or less​
1.19full-time employees. Grant money may be used for: technical assistance; establishing​
1.20revolving loan funds; issuing loans, including no interest and forgivable loans; and grants​
1.21to small businesses for operating expenses. This appropriation is available until June 30,​
1.222027.​
