44 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
55 1.5 Section 1. CAMPAIGN SPENDING LIMITS STUDY.​
66 1.6 The Campaign Finance and Public Disclosure Board must study the voluntary campaign​
77 1.7spending limits as provided in this section. By January 15, 2026, the board must report to​
88 1.8the chairs and ranking minority members of the legislative committees with jurisdiction​
99 1.9over the board with its findings and recommendations. At a minimum, the board must study​
1010 1.10and report on:​
1111 1.11 (1) the number of candidates that participate in the public subsidy program, broken down​
1212 1.12by office;​
1313 1.13 (2) the number of candidates that do not participate in the public subsidy program, broken​
1414 1.14down by office;​
1515 1.15 (3) historic trend data for the past ten years for the information in clauses (1) and (2);​
1616 1.16 (4) for candidates that do not participate in the public subsidy program, how much the​
1717 1.17candidate and the candidate's opponent spends and how much is spent on independent​
1818 1.18expenditures in the race;​
1919 1.19 (5) how other states set voluntary campaign spending limits, including:​
2020 1.20 (i) if other states distinguish between highly contested races and other races in the amount​
2121 1.21of funding provided or spending allowed;​
