                            1.1	A bill for an act​
1.2 relating to education; modifying CPR and AED instruction provisions to include​
1.3 the Health and Safety Institute; amending Minnesota Statutes 2024, section​
1.4 120B.236.​
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
1.6 Section 1. Minnesota Statutes 2024, section 120B.236, is amended to read:​
1.7 120B.236 CARDIOPULMONAR Y RESUSCITATION AND AUTOMATIC​
1.8AUTOMATED EXTERNAL DEFIBRILLATOR INSTRUCTION.​
1.9 (a) School districts must provide onetime cardiopulmonary resuscitation and automatic​
1.10automated external defibrillator instruction as part of their grade 7 to 12 curriculum for all​
1.11students in that grade beginning in the 2014-2015 school year and later. Training and​
1.12instruction provided under this section need not result in cardiopulmonary resuscitation​
1.13certification. Cardiopulmonary resuscitation and automatic automated external defibrillator​
1.14instruction must include cardiopulmonary resuscitation and automatic automated external​
1.15defibrillator training that has been developed:​
1.16 (1) by the American Heart Association or, the American Red Cross, or the Health and​
1.17Safety Institute and incorporate psychomotor skills to support the instruction; or​
1.18 (2) using nationally recognized, evidence-based guidelines for cardiopulmonary​
1.19resuscitation and incorporates psychomotor skills to support the instruction.​
1.20"Psychomotor skills" under this paragraph means hands-on practice to support cognitive​
1.21learning; it does not mean cognitive-only instruction and training.​

The bill was read for the first time and referred to the Committee on Education Policy​ 2.1 (b) School districts may use community members such as emergency medical technicians,​
2.2paramedics, police officers, firefighters, and representatives of the Minnesota Resuscitation​
2.3Consortium, the American Heart Association, or the American Red Cross, or the Health​
2.4and Safety Institute, among others, to provide instruction and training under this section.​
2.5Community members are encouraged to provide needed training and instructional resources​
2.6such as cardiopulmonary resuscitation kits and other materials at no cost to the school​
2.7districts. A school administrator may waive this curriculum requirement for a high school​
2.8transfer student regardless of whether or not the student previously received instruction​
2.9under this section, an enrolled student absent on the day the instruction occurred under this​
2.10section, or an eligible student who has a disability. If a school district requests resources,​
2.11the Minnesota Resuscitation Consortium must provide them to the district for instruction​
2.12and training provided to students under this section.​
