1.1 A bill for an act
1.2 relating to state government; proposing an amendment to the Minnesota
1.3 Constitution, article IV, by adding a section; requiring supermajority vote of the
1.4 legislature to authorize public funding for a professional sports facility.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.7 An amendment to the Minnesota Constitution is proposed to the people. If the amendment
1.8is adopted, a section shall be added to article IV, to read:
1.9 Sec. 27. Passage of any law that authorizes public funding for the design, construction,
1.10or renovation of a professional sports facility requires the vote of at least two-thirds of the
1.11members of each house of the legislature.
1.12 Sec. 2. SUBMISSION TO VOTERS.
1.13 The proposed amendment must be submitted to the people at the 2026 general election.
1.14The question submitted must be:
1.15 "Shall the Minnesota Constitution be amended to require a two-thirds supermajority
1.16vote of the legislature to authorize public funding for a professional sports facility?
1.17 Yes ...................
