1.1 A bill for an act
1.2 relating to capital investment; appropriating money for the Chanhassen Bluffs
1.3 Sports Complex; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. CHANHASSEN; CHANHASSEN BLUFFS SPORTS COMPLEX.
1.6 Subdivision 1.Appropriation.(a) $22,000,000 is appropriated from the bond proceeds
1.7fund to the commissioner of employment and economic development for a grant to the city
1.8of Chanhassen to design, construct, furnish, and equip a regional recreation, community,
1.9and event center, to include two sheets of indoor ice, a walking track, indoor turf, indoor
1.10playground, gathering space, meeting rooms, and other amenities. This appropriation includes
1.11money for the acquisition of real property or interests in real property.
1.12 (b) The city must implement a fee schedule for free or reduced rates of admission to and
1.13use of the facility funded under this section for residents of the city of Chanhassen.
1.14 (c) The facility funded under this section must be designed to include rainwater recapture
1.15and solar energy infrastructure, in conformance with or in addition to any design requirements
1.16for the facility necessary to comply with the sustainable building guidelines under Minnesota
1.17Statutes, section 16B.325.
1.18 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond
1.19proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.20the state in an amount up to $22,000,000 in the manner, upon the terms, and with the effect
1.21prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.22Constitution, article XI, sections 4 to 7.
