55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 244.05, subdivision 4, is amended to read:​
77 1.7 Subd. 4.Minimum imprisonment, life sentence.(a) An inmate serving a mandatory​
88 1.8life sentence under section 609.106, subdivision 2, or 609.3455, subdivision 2, paragraph​
99 1.9(a), must not be given supervised release under this section.​
1010 1.10 (b) Except as provided in paragraph (f), an inmate serving a mandatory life sentence​
1111 1.11under section 609.185, paragraph (a), clause (3), (5), or (6), or section 609.2661, clause (3),​
1212 1.12or 609.78, subdivision 2a; or Minnesota Statutes 2004, section 609.109, subdivision 3, must​
1313 1.13not be given supervised release under this section without having served a minimum term​
1414 1.14of 30 years.​
1515 1.15 (c) Except as provided in paragraph (f), an inmate serving a mandatory life sentence​
1616 1.16under section 609.385 must not be given supervised release under this section without having​
1717 1.17served a minimum term of imprisonment of 17 years.​
1818 1.18 (d) An inmate serving a mandatory life sentence under section 609.3455, subdivision 3​
1919 1.19or 4, must not be given supervised release under this section without having served the​
2020 1.20minimum term of imprisonment specified by the court in its sentence.​
2121 1.21 (e) An inmate serving a mandatory life sentence under section 609.106, subdivision 3,​

3838 2.7 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to crimes​
3939 2.8committed on or after that date.​
4040 2.9 Sec. 2. Minnesota Statutes 2024, section 609.78, subdivision 2a, is amended to read:​
4141 2.10 Subd. 2a.Felony offense; reporting fictitious emergency resulting in serious​
4242 2.11injury.Whoever violates subdivision 2, clause (2), is guilty of a felony and may be sentenced​
4343 2.12as follows:​
4444 2.13 (1) to life imprisonment for not more than ten years or to payment of a fine of not more​
4545 2.14than $20,000, or both, if the call triggers an emergency response and, as a result of the​
4646 2.15response, someone suffers great bodily harm or death; or​
4747 2.16 (2) to imprisonment for not more than 15 years or to payment of a fine of not more than​
4848 2.17$30,000, or both, if the call triggers an emergency response and, as a result of the response,​
4949 2.18someone suffers great bodily harm; or​
5050 2.19 (2) (3) to imprisonment of for not more than three years or to payment of a fine of not​
5151 2.20more than $10,000, or both, if the call triggers an emergency response and as a result of the​
5252 2.21response, someone suffers substantial bodily harm.​
5353 2.22 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to crimes​
5454 2.23committed on or after that date.​
5555 2.24 Sec. 3. Minnesota Statutes 2024, section 609.78, subdivision 2c, is amended to read:​
5656 2.25 Subd. 2c.Felony offense; reporting fictitious emergency resulting in response to​
5757 2.26the home of certain officials.Whoever violates subdivision 2, clause (2), is guilty of a​
5858 2.27felony and may be sentenced to imprisonment for not more than one year ten years or to​
5959 2.28payment of a fine of not more than $5,000 $20,000, or both, if the person places the call​
6060 2.29with the intent of prompting an emergency response to the home of:​
6161 2.30 (1) an elected official;​
6262 2.31 (2) a judge as defined in section 609.221, subdivision 6, clause (5);​
6363 2​Sec. 3.​
