55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 120A.414, subdivision 2, is amended to read:​
77 1.7 Subd. 2.Plan.A school board, including the board of a charter school, may adopt an​
88 1.8e-learning day plan after meeting and negotiating with the exclusive representative of the​
99 1.9teachers. If a charter school's teachers are not represented by an exclusive representative,​
1010 1.10the charter school may adopt an e-learning day plan after consulting with its teachers. The​
1111 1.11plan must include accommodations for students without Internet access at home and for​
1212 1.12digital device access for families without the technology or an insufficient amount of​
1313 1.13technology for the number of children in the household. A school's e-learning day plan must​
1414 1.14provide accessible options for students with disabilities under chapter 125A.​
1515 1.15 EFFECTIVE DATE.This section is effective July 1, 2025.​
1616 1.16 Sec. 2. Minnesota Statutes 2024, section 179A.03, subdivision 19, is amended to read:​
1717 1.17 Subd. 19.Terms and conditions of employment."Terms and conditions of employment"​
1818 1.18means the hours of employment, the compensation therefor including fringe benefits except​
1919 1.19retirement contributions or benefits other than employer payment of, or contributions to,​
2020 1.20premiums for group insurance coverage of retired employees or severance pay, staffing​
2121 1.21ratios, and the employer's personnel policies affecting the working conditions of the​
2222 1.22employees. In the case of professional employees the term does not mean educational​
