77 1.7 Subdivision 1.Grant program established.The commissioner of health must establish​
88 1.8and administer a two-year, targeted grant program to fund vaccination-related activities to​
99 1.9lower the risk of outbreaks of vaccine-preventable diseases, including but not limited to​
1010 1.10measles, in communities with low vaccination rates. Grant funds must be used for activities​
1111 1.11in geographic areas or populations experiencing or at risk of experiencing an outbreak of a​
1212 1.12vaccine-preventable disease due to low vaccination rates.​
1313 1.13 Subd. 2.Eligible grant recipients.Entities eligible for a grant under this section are​
1414 1.14community health boards as defined in Minnesota Statutes, section 145A.02, subdivision​
1515 1.155, and community-based nonprofit organizations experienced in serving geographic areas​
1616 1.16or populations with low vaccination rates.​
1717 1.17 Subd. 3.Application.An entity seeking a grant under this section must apply to the​
1818 1.18commissioner in a form and manner established by the commissioner. The application must​
1919 1.19include a description of the activities proposed by the entity, the geographic area or​
2020 1.20population to be served, the amount of funding sought, and a proposed budget detailing​
2121 1.21how the funds will be spent.​

3131 The bill was read for the first time and referred to the Committee on Health Finance and Policy​ 2.1 Subd. 4.Allowable uses of grant funds.Grant recipients must use grant funds for​
3232 2.2vaccine information, education, and awareness activities; for activities to address vaccine​
3333 2.3misinformation; and to assist individuals in obtaining vaccines. The information, education,​
3434 2.4and activities must be culturally appropriate for the area or population being served.​
3535 2.5 Subd. 5.Development of information and education materials.The commissioner​
3636 2.6must develop or provide grant recipients with culturally appropriate information and​
3737 2.7educational materials on vaccines based on materials available from the Centers for Disease​
3838 2.8Control and Prevention. The information and educational materials must be available in the​
3939 2.9primary languages of populations experiencing or at risk of experiencing a​
4040 2.10vaccine-preventable disease outbreak and must at least address:​
4141 2.11 (1) the benefits of vaccines to individuals and communities;​
4242 2.12 (2) health information about the safety of vaccines;​
4343 2.13 (3) recommended vaccine schedules for children, adolescents, and adults;​
4444 2.14 (4) programs that provide free or reduced-cost vaccines to eligible individuals; and​
4545 2.15 (5) health clinics, health care providers, and other locations where vaccines may be​
4646 2.16obtained.​
4747 2.17 Sec. 2. APPROPRIATIONS.​
4848 2.18 $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general​
4949 2.19fund to the commissioner of health for a targeted grant program to address outbreaks of​
5050 2.20vaccine-preventable diseases. This is a onetime appropriation.​
