| 6 | 6 | | 1.6 Section 1. Minnesota Statutes 2024, section 169.471, subdivision 1, is amended to read: |

|---|
| 14 | 14 | | 1.14interactive in nature or involves ongoing and substantial changes to its graphical display; |
|---|
| 15 | 15 | | 1.15or other content that has the appearance of movement; |
|---|
| 16 | 16 | | 1.16 (2) "electronic device" includes but is not limited to a wireless communications device, |
|---|
| 17 | 17 | | 1.17electronic tablet, laptop, digital video player, gaming device, or other portable consumer |
|---|
| 18 | 18 | | 1.18electronics or wearable device with an electronic display; and |
|---|
| 19 | 19 | | 1.19 (3) "vehicle interface system" means a component or device for a motor vehicle that: |
|---|
| 20 | 20 | | 1.20 (i) provides centralized electronic interface to access and control vehicle features, |
|---|
| 21 | 21 | | 1.21capabilities, and dynamic content, whether or not through digital communication with an |
|---|
| 22 | 22 | | 1.22electronic device; and |
|---|

| 33 | 33 | | 2.2 (b) When a motor vehicle is in motion or a part of traffic, as provided under section |

| 34 | 34 | | 2.3169.475, subdivision 1, paragraph (d), a person is prohibited from operating the vehicle |
|---|

| 36 | 36 | | 2.5 (1) an electronic device displays dynamic content that is visible to the vehicle operator; |
|---|

|---|
| 38 | 38 | | 2.7 (2) a vehicle interface system displays dynamic content that is visible to the vehicle |

| 39 | 39 | | 2.8operator and is not directly related to vehicle operation, condition, maintenance, safety, or |

| 41 | 41 | | 2.10 (c) The prohibition in paragraph (b) does not apply to: |
|---|
| 42 | 42 | | 2.11 (1) video screens a device or feature installed in a law enforcement vehicles vehicle; |
|---|
| 43 | 43 | | 2.12 (2) an electronic device or vehicle interface system used in an authorized emergency |
|---|
| 44 | 44 | | 2.13vehicle while in the performance of official duties; |
|---|
| 45 | 45 | | 2.14 (2) (3) a closed-circuit video systems used exclusively to aid the driver's visibility to the |
|---|
| 46 | 46 | | 2.15front, rear, or sides of the vehicle; and |
|---|
| 47 | 47 | | 2.16 (3) video screens installed as part of a vehicle control system or (4) a device or feature |
|---|
| 48 | 48 | | 2.17used in intelligent vehicle highway applications.; |
|---|
| 49 | 49 | | 2.18 (5) a global positioning system or navigation system that is only capable of being used |
|---|
| 50 | 50 | | 2.19for navigation purposes; |
|---|
| 51 | 51 | | 2.20 (6) a wireless communications device that is used in conformance with section 169.475, |
|---|
| 52 | 52 | | 2.21subdivision 3; and |
|---|
| 53 | 53 | | 2.22 (7) an electronic device while the device provides a solely passive display. |
|---|
| 54 | 54 | | 2.23 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to violations |
|---|
