55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 169.471, subdivision 1, is amended to read:​
77 1.7 Subdivision 1.Television screen Display of electronic content in vehicle.No television​
88 1.8screen shall be installed or used in any motor vehicle where images from the screen are​
99 1.9visible to the driver while operating the motor vehicle except: (a) For purposes of this​
1010 1.10subdivision:​
1111 1.11 (1) "dynamic content" means the following types of electronic media or content stored​
1212 1.12on or displayed by an electronic device: video content, including through video calling,​
1313 1.13video conferencing, or live-streaming; games; content from a software application that is​
1414 1.14interactive in nature or involves ongoing and substantial changes to its graphical display;​
1515 1.15or other content that has the appearance of movement;​
1616 1.16 (2) "electronic device" includes but is not limited to a wireless communications device,​
1717 1.17electronic tablet, laptop, digital video player, gaming device, or other portable consumer​
1818 1.18electronics or wearable device with an electronic display; and​
1919 1.19 (3) "vehicle interface system" means a component or device for a motor vehicle that:​
2020 1.20 (i) provides centralized electronic interface to access and control vehicle features,​
2121 1.21capabilities, and dynamic content, whether or not through digital communication with an​
2222 1.22electronic device; and​

3232 The bill was read for the first time and referred to the Committee on Transportation Finance and Policy​ 2.1 (ii) is affixed to or installed or permanently physically integrated into the vehicle.​
3333 2.2 (b) When a motor vehicle is in motion or a part of traffic, as provided under section​
3434 2.3169.475, subdivision 1, paragraph (d), a person is prohibited from operating the vehicle​
3535 2.4while:​
3636 2.5 (1) an electronic device displays dynamic content that is visible to the vehicle operator;​
3737 2.6or​
3838 2.7 (2) a vehicle interface system displays dynamic content that is visible to the vehicle​
3939 2.8operator and is not directly related to vehicle operation, condition, maintenance, safety, or​
4040 2.9navigation.​
4141 2.10 (c) The prohibition in paragraph (b) does not apply to:​
4242 2.11 (1) video screens a device or feature installed in a law enforcement vehicles vehicle;​
4343 2.12 (2) an electronic device or vehicle interface system used in an authorized emergency​
4444 2.13vehicle while in the performance of official duties;​
4545 2.14 (2) (3) a closed-circuit video systems used exclusively to aid the driver's visibility to the​
4646 2.15front, rear, or sides of the vehicle; and​
4747 2.16 (3) video screens installed as part of a vehicle control system or (4) a device or feature​
4848 2.17used in intelligent vehicle highway applications.;​
4949 2.18 (5) a global positioning system or navigation system that is only capable of being used​
5050 2.19for navigation purposes;​
5151 2.20 (6) a wireless communications device that is used in conformance with section 169.475,​
5252 2.21subdivision 3; and​
5353 2.22 (7) an electronic device while the device provides a solely passive display.​
5454 2.23 EFFECTIVE DATE.This section is effective August 1, 2025, and applies to violations​
5555 2.24committed on or after that date.​
