[144.063] PUBLIC HEALTH SCHOOL HEALTH SERVICES 1.7CONSULTANT. 1.8 Subdivision 1.Employment of public health school health services consultant.The 1.9Department of Health must employ a public health school health services consultant to 1.10improve health and educational outcomes among children and adolescents in educational 1.11settings. 1.12 Subd. 2.Requirements for position.The public health school health services consultant 1.13employed by the department under subdivision 1 must be a registered nurse who: 1.14 (1) is registered as a public health nurse in Minnesota; 1.15 (2) is licensed as a school nurse in Minnesota; 1.16 (3) has a minimum of three years of experience as a licensed school nurse serving schools; 1.17 (4) has demonstrated expertise in public health nursing as it relates to school health for 1.18children and adolescents in educational settings; and 1.19 (5) possesses comprehensive knowledge of population-based school health issues, access 1.20to health services in schools, public health principles, health education, school-based health 1.21services, and the relationship between health and educational outcomes. 1Section 1. No. 3281 NINETY-FOURTH SESSION Authored by Virnig; Jordan; Smith; Lee, K.; Johnson, P., and others05/01/2025 The bill was read for the first time and referred to the Committee on Health Finance and Policy 2.1 Subd. 3.Duties.The public health school health services consultant employed by the 2.2department under subdivision 1 must: 2.3 (1) develop, implement, evaluate, and maintain state and local policies and programs 2.4that address the health needs of children and adolescents in educational settings; 2.5 (2) support educational institutions in sustaining and advancing professional skills in 2.6school health leadership, health communication, and health promotion; 2.7 (3) provide technical assistance, guidance, training, and consultation on school health 2.8best practices that enhance the health and well-being of children and adolescents in 2.9educational settings; 2.10 (4) identify, develop, and distribute resources on school health best practices to enhance 2.11the capacity and readiness of school nurses and other school health professionals to 2.12effectively and safely meet the health needs of children and adolescents in educational 2.13settings; 2.14 (5) develop and disseminate guidance for school nurses and other school health 2.15professionals on the effective implementation of health promotion activities; 2.16 (6) expand access to online and asynchronous continuing education and professional 2.17development programs for school nurses and other school health professionals, with a focus 2.18on best practices that support the health and well-being of children and adolescents in 2.19educational settings; 2.20 (7) collect school health workforce data to evaluate the effectiveness of health services 2.21provided in educational settings; 2.22 (8) collaborate with the Department of Education; school-based health centers as defined 2.23in section 145.903, subdivision 1; and other state agencies to coordinate health-related 2.24services for children and adolescents in educational settings; and 2.25 (9) provide the services and supports described in clauses (1) to (8) to public health 2.26departments, schools, and national agencies, as necessary, to address the health-related 2.27needs of children and adolescents in educational settings. 2Section 1.
