1.1 A bill for an act 1.2 relating to capital investment; appropriating money for abatement, remediation, 1.3 mitigation, and treatment of PFAS contamination at Lake Superior College; 1.4 authorizing the sale and issuance of state bonds. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. LAKE SUPERIOR COLLEGE; PFAS ABATEMENT, REMEDIATION, 1.7MITIGATION, AND TREATMENT. 1.8 Subdivision 1.Appropriation.$2,000,000 is appropriated from the bond proceeds fund 1.9to the Pollution Control Agency for a grant to Lake Superior College to design, engineer, 1.10and construct improvements for the abatement, remediation, mitigation, and treatment of 1.11perfluoroalkyl and polyfluoroalkyl substances (PFAS) contamination at the Lake Superior 1.12College Emergency Response Training Center. This appropriation includes money for the 1.13construction of wells, equipment, and facilities and improvements to the existing equipment 1.14and facilities for site remediation and water treatment infrastructure. 1.15 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.16proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.17the state in an amount up to $2,000,000 in the manner, upon the terms, and with the effect 1.18prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota 1.19Constitution, article XI, sections 4 to 7. 1.20 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
