1.1 A bill for an act 1.2 relating to transportation; establishing a traffic calming program for cities of the 1.3 first class; identifying eligible improvements; appropriating money. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. TRAFFIC CALMING INFRASTRUCTURE IMPROVEMENTS 1.6PROGRAM. 1.7 (a) $10,000,000 in fiscal year 2026 and $10,000,000 in fiscal year 2027 are appropriated 1.8from the general fund to the commissioner of transportation for grants to cities of the first 1.9class for traffic calming infrastructure improvements. The commissioner must distribute 1.10the grant aid as follows: 1.11 (1) 50 percent of the funds proportionally based on each city's share of population, 1.12according to the last federal decennial census, compared to the total population of all cities 1.13of the first class; and 1.14 (2) 50 percent of the funds proportionally based on each city's share of money needs, 1.15as determined under Minnesota Statutes, section 162.13, subdivision 2, compared to the 1.16total money needs of all cities of the first class. 1.17This is a onetime appropriation. 1.18 (b) Eligible improvements include but are not limited to horizontal and vertical deflection 1.19elements, intersection improvements, paint, curb bump-outs, bollards, raised crosswalks, 1.20or other improvements to improve traffic safety in the right-of-way. Improvements made 1.21on nonmunicipal state-aid streets do not need to meet municipal state-aid streets standards. 1Section 1.
