5	5	1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
6	6	1.6 Section 1. Minnesota Statutes 2024, section 611A.02, subdivision 2, is amended to read:
7	7	1.7 Subd. 2.Victims' rights.(a) The Office of Justice Programs in the Department of Public
8	8	1.8Safety shall update the two model notices of the rights of crime victims.
9	9	1.9 (b) The initial notice of the rights of crime victims must be distributed by a peace officer
10	10	1.10to each victim, as defined in section 611A.01, at the time of initial contact with the victim.
11	11	1.11The notice must inform a victim of:
12	12	1.12 (1) the victim's right to apply for reparations to cover losses, not including property
13	13	1.13losses, resulting from a violent crime and the telephone number to call to request an
14	14	1.14application;
15	15	1.15 (2) the victim's right to request that the law enforcement agency withhold public access
16	16	1.16to data revealing the victim's identity under section 13.82, subdivision 17, paragraph (d);
17	17	1.17 (3) the additional rights of domestic abuse victims as described in section 629.341;
18	18	1.18 (4) information on the nearest crime victim assistance program or resource;
19	19	1.19 (5) the victim's rights, if an offender is charged, to be informed of and participate in the
20	20	1.20prosecution process, including the right to request restitution; and

30	30	The bill was read for the first time and referred to the Committee on Public Safety Finance and Policy 2.1 (6) in homicide cases, information on rights and procedures available under sections
31	31	2.2524.2-803, 524.3-614, and 524.3-615; and
32	32	2.3 (7) the victim's right to be notified of offender letters of apology pursuant to section
33	33	2.4611A.06, subdivision 3b.
34	34	2.5 (c) A supplemental notice of the rights of crime victims must be distributed by the city
35	35	2.6or county attorney's office to each victim, within a reasonable time after the offender is
36	36	2.7charged or petitioned. This notice must inform a victim of all the rights of crime victims
37	37	2.8under this chapter.
38	38	2.9 Sec. 2. Minnesota Statutes 2024, section 611A.06, is amended by adding a subdivision to
39	39	2.10read:
40	40	2.11 Subd. 3b.Notice of submission of apology letter.The commissioner of corrections or
41	41	2.12other custodial authority shall make a good faith effort to notify the victim that the offender
42	42	2.13has submitted a letter of apology. Notices shall only be provided to victims who have
43	43	2.14submitted a written request for notification to the head of the county correctional facility
44	44	2.15in which the offender is confined, or if committed to the Department of Corrections,
45	45	2.16submitted a written request for the notice to the commissioner of corrections or an electronic
46	46	2.17request through the Department of Corrections electronic victim notification system. The
47	47	2.18good faith effort to notify the victim must occur within 90 days of the filing of the apology
48	48	2.19letter.
