1.1 A bill for an act 1.2 relating to capital investment; appropriating money for improvements to Nicollet 1.3 Avenue in the city of Richfield; authorizing the sale and issuance of state bonds. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. RICHFIELD; NICOLLET AVENUE. 1.6 Subdivision 1.Appropriation.$10,000,000 is appropriated from the bond proceeds 1.7fund to the commissioner of transportation for a grant to the city of Richfield, Hennepin 1.8County, or both to design and construct approximately 1.4 miles of roadway, and active 1.9transportation and public utility infrastructure, including replacement of water main, sanitary 1.10sewer main, and storm sewer main on Nicollet Avenue (County State-Aid Highway 52) 1.11from 77th Street to 66th Street (County State-Aid Highway 53) and other streets to support 1.12construction of Nicollet Avenue in the city. This appropriation includes money for predesign 1.13necessary to complete the project and for the acquisition of real property or right-of-way 1.14or easement acquisition within the corridor. This appropriation is for the city's local cost-share 1.15and is to be used in cooperation with Hennepin County for the Nicollet Avenue (County 1.16State-Aid Highway 52) reconstruction project. 1.17 Subd. 2.Bond sale.To provide the money appropriated in this section from the bond 1.18proceeds fund, the commissioner of management and budget shall sell and issue bonds of 1.19the state in an amount up to $10,000,000 in the manner, upon the terms, and with the effect 1.20prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota 1.21Constitution, article XI, sections 4 to 7. 1.22 EFFECTIVE DATE.This section is effective the day following final enactment. 1Section 1.
