33 1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
44 1.4 Section 1. SINGLE ADMINISTRATIVE STRUCTURE AND DELIVERY SYSTEM​
55 1.5PILOT PROGRAM.​
66 1.6 (a) By January 1, 2026, the commissioner of human services, in coordination with the​
77 1.7commissioner of transportation, must implement one or two pilot programs for a web-based​
88 1.8single administrative structure and delivery system for nonemergency medical transportation​
99 1.9under medical assistance and MinnesotaCare. The administrative structure and delivery​
1010 1.10system must meet the requirements in paragraph (b). Each pilot program must include at​
1111 1.11least two counties. Metropolitan counties, as defined in Minnesota Statutes, section 473.121,​
1212 1.12subdivision 4, are not eligible to participate. Each pilot program shall operate for three years​
1313 1.13from the date of implementation.​
1414 1.14 (b) The web-based single administrative structure and delivery system must provide for​
1515 1.15the following:​
1616 1.16 (1) bidirectional communication between payers and transportation providers;​
1717 1.17 (2) client and client advocate access to ride scheduling and real-time trip monitoring;​
1818 1.18 (3) real-time eligibility and level of service determination;​
1919 1.19 (4) on-demand reporting;​
2020 1.20 (5) expedited payments for transportation providers; and​
