55 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
66 1.6 Section 1. Minnesota Statutes 2024, section 161.088, subdivision 2, is amended to read:​
77 1.7 Subd. 2.Program authority; funding.(a) As provided in this section, the commissioner​
88 1.8must establish a corridors of commerce program for trunk highway construction,​
99 1.9reconstruction, and improvement, including maintenance operations, that improves commerce​
1010 1.10in the state.​
1111 1.11 (b) The commissioner may expend funds under the program from appropriations to the​
1212 1.12commissioner that are:​
1313 1.13 (1) made specifically by law for use under this section;​
1414 1.14 (2) reallocated efficiency savings from section 174.53, paragraph (b);​
1515 1.15 (3) at the discretion of the commissioner, made for the budget activities in the state roads​
1616 1.16program of operations and maintenance, program planning and delivery, or state road​
1717 1.17construction; and​
1818 1.18 (3) (4) made for the corridor investment management strategy program, unless specified​
1919 1.19otherwise.​
2020 1.20 (c) The commissioner must include in the program the cost participation policy for local​
2121 1.21units of government.​

3535 2.5 Sec. 2. Minnesota Statutes 2024, section 174.53, is amended to read:​
3636 2.6 174.53 DEPARTMENT OF TRANSPORTATION EFFICIENCIES.​
3737 2.7 (a) Beginning in fiscal years 2018 and 2019, the commissioner of transportation must​
3838 2.8implement efficiencies equal to at least 15 percent of the appropriations made annually to​
3939 2.9the commissioner from the trunk highway fund that are above base appropriations for fiscal​
4040 2.10years 2018 and 2019.​
4141 2.11 (b) The efficiency savings resulting from the requirements in paragraph (a) are must be​
4242 2.12used for the construction, maintenance, or rehabilitation of trunk highways, including roads​
4343 2.13and bridges under the corridors of commerce program under section 161.088.​
4444 2.14 EFFECTIVE DATE.This section is effective July 1, 2025, and applies to funds​
4545 2.15reallocated on or after that date.​
