11 1.1 A bill for an act​
2-1.2 relating to campaign expenditures; prohibiting entities or organizations that receive​
3-1.3 state funding from making campaign expenditures or otherwise expending money​
4-1.4 for any political purpose; proposing coding for new law in Minnesota Statutes,​
5-1.5 chapter 211B.​
6-1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
7-1.7 Section 1. [211B.125] PUBLICLY FUNDED ORGANIZATIONS; CAMPAIGN​
8-1.8EXPENDITURES PROHIBITED.​
9-1.9 An entity or organization, including any nonprofit organization, that receives state​
10-1.10funding must not make a campaign expenditure or otherwise expend money for any political​
11-1.11purpose, unless the entity or organization uses separate accounts for political activities and​
12-1.12for activities funded by state funding. The entity or organization must not supplant its​
13-1.13existing funding with state funding to make campaign expenditures or expend money for​
14-1.14political purposes. Prior to receiving state funding, the entity or organization must attest​
15-1.15that it will comply with this section. As used in this section, "state funding" includes receipt​
16-1.16of public funds through a direct appropriation or a legislatively named, competitive, or other​
17-1.17form of grant.​
18-1.18 EFFECTIVE DATE.This section is effective July 1, 2025.​

3+1.3 the missing and endangered persons program; amending Minnesota Statutes 2024,​
4+1.4 section 299C.52, subdivision 1.​
5+1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:​
6+1.6 Section 1. Minnesota Statutes 2024, section 299C.52, subdivision 1, is amended to read:​
7+1.7 Subdivision 1.Definitions.As used in sections 299C.52 to 299C.565, the following​
8+1.8terms have the meanings given them:​
9+1.9 (a) "Child" means any person under the age of 18 years or any person certified or known​
10+1.10to be mentally incompetent.​
11+1.11 (b) "DNA" means deoxyribonucleic acid from a human biological specimen.​
12+1.12 (c) "Endangered" means that a law enforcement official has received sufficient evidence​
13+1.13that the missing person is at risk of physical injury or death. The following circumstances​
14+1.14indicate that a missing person is at risk of physical injury or death:​
15+1.15 (1) the person is missing as a result of a confirmed abduction or under circumstances​
16+1.16that indicate that the person's disappearance was not voluntary;​
17+1.17 (2) the person is missing under known dangerous circumstances;​
18+1.18 (3) the person is missing more than 30 days;​
19+1.19 (4) the person is under the age of 21 and at least one other factor in this paragraph is​
20+1.20applicable;​

34+2.5 (7) the person is mentally impaired;​
35+2.6 (8) the person has dementia, a traumatic brain injury, Alzheimer's disease, or other​
36+2.7cognitive impairments;​
37+2.8 (9) there is evidence that the person may have been abducted by a noncustodial parent;​
38+2.9 (9) (10) the person has been the subject of past threats or acts of violence;​
39+2.10 (10) (11) there is evidence the person is lost in the wilderness, backcountry, or outdoors​
40+2.11where survival is precarious and immediate and effective investigation and search and rescue​
41+2.12efforts are critical; or​
42+2.13 (11) (12) any other factor that the law enforcement agency deems to indicate that the​
43+2.14person may be at risk of physical injury or death, including a determination by another law​
44+2.15enforcement agency that the person is missing and endangered.​
45+2.16 (d) "Missing" means the status of a person after a law enforcement agency that has​
46+2.17received a report of a missing person has conducted a preliminary investigation and​
47+2.18determined that the person cannot be located.​
48+2.19 (e) "NCIC" means National Crime Information Center.​
